Chairman Crane (13) called the meeting to order at 9:00 A.M. MOTION: Rep. Haws made a motion to approve the minutes of Thursday February 19, 2026. Motion carried by voice vote. H 637: Rep. Miller presented H 637 which declares gold and silver coin shall be legal tender in the State of Idaho. No person or entity may compel another person or entity to tender or accept gold or silver coin unless agreed upon by both parties. MOTION: Rep. Bingham made a motion to send H 637 to the floor with a DO PASS recommendation. Motion carried by voice vote. Rep. Miller will sponsor the bill on the floor. H 560: Rep. Alfieri presented H 560. This legislation allows registered voters the option of serving as a poll worker in lieu of jury duty and would allow county clerks to request from the jury commission prospective jurors excused from service to serve as poll workers in an upcoming election. MOTION: Rep. Mickelsen made a motion to send H 560 to the floor with a DO PASS recommendation. Committee members had questions and comments regarding how jury duty is assigned to people, the options people have to serve, the Constitutional requirement of jury duty, and federal obligation verses local desire to work at the polls. Phil McGrane, Idaho Secretary of State, spoke of the national issues to find poll workers, poll workers safety, the Constitutional requirement to be a juror, the U.S. Constitution related to federal jury duty rather than state jury duty, and courts working within the bounds of the legislation due to the necessity for poll workers. VOTE ON MOTION: Motion carried by voice vote. Rep. Alfieri will sponsor the bill on the floor. Chairman Crane (13) called the meeting to order at 9:00 A.M. MOTION: Rep. Haws made a motion to approve the minutes of Wednesday February 4, 2026, Thursday February 5, 2026, and Friday February 6, 2026. Motion carried by voice vote. RS 32965C1: Rep. Mitchell presented RS 32965C1. The primary objective of this proposed legislation is to safeguard the Second Amendment rights of Idaho’s citizens. This clarifies that in such instances, prohibiting individuals from carrying firearms within a courtroom will be allowed. Nevertheless, the citizens should be permitted to carry firearms when entering city or county buildings. Committee members asked about the courthouse set up, additional costs, multiple guards outside every courtroom, metal detectors, re-configuring older buildings, and what the problem is to be solved with this potential legislation. MOTION: Rep. Palmer made a motion to introduce RS 32965C1. Committee members expressed concern around the cost and logistics while another committee member commented on how this could save money and could solve many problems including night meetings. VOTE ON MOTION: Motion carried by voice vote. H 573: Rep. Shepherd presented H 573 which allows enhanced concealed carry training to be delivered in a more adaptable instructional format. This legislation recognizes experienced, nationally certified firearms instructors with extensive enhanced concealed carry teaching backgrounds as individuals authorized to provide instruction on Idaho firearms law. A committee member asked how this affects the current conceal carry laws and would it require additional training. MOTION: Rep. Scott made a motion to send H 573 to the floor with a DO PASS recommendation. Aoibheann Cline, State Director of the NRA; Dale Hawkins, Legislative Representative for the State of Idaho District 2 and NRA Instructor; spoke in support of H 573. Committee members asked questions in regards to lowering the cost of training and the training process with or without an attorney present. -- 1 of 2 -- VOTE ON MOTION: Motion carried by voice vote. Rep. Shepherd will sponsor the bill on the floor. H 510: Rep. Manwaring presented H 510. This legislation strengthens government transparency and protects public employees who communicate with the Idaho Legislature, legislative committees, or legislative staff, including responding to legislative requests or participating in hearings. The bill also requires executive branch agencies to respond in good faith and within defined time lines to public records requests from legislators or legislative staff acting on behalf of the Legislature. Rep. Manwaring explained the technical corrections and clarifying language on H 510 transferring to RS 33245. Chairman Crane (13) asked if the Sponsor would be open to shorten the time frame from (15) working days to (5) working days. MOTION: Rep. Scott made a motion to HOLD H 510 in committee. Motion carried by voice vote. RS 33245: Rep. Manwaring presented RS 33245. This legislation strengthens government transparency and protects public employees who communicate with the Idaho Legislature, legislative committees, or legislative staff, including responding to legislative requests or participating in hearings. The bill also requires executive branch agencies to respond in good faith and within defined time lines to public records requests from legislators or legislative staff acting on behalf of the Legislature. MOTION: Rep Crane (12) made a motion to introduce RS 33245 and recommend it be sent directly to the second reading calendar. SUBSTITUTE MOTION: Rep. Mickelsen made a substitute motion to introduce RS 33245 and recommend it be sent directly to the second reading calendar with the following changes: anywhere it references 15 working days would be reduced to 10 workings days. Idaho's application for a "Convention for proposing Amendments" sunsets on December 31, 2033. Loren Enz, Balance Budget Now; spoke on behalf of a balanced budget amendment and the meaning of a convention. Committee members asked questions regarding how a balanced budget would function and has the amendment already been written and presented to Congress. David Leroy, Self; Evelyn Whiting, Self; Cordell Ric,Self; Brian Garrett, Self; Tom Luna, Self; Larry Craig, Self; spoke in support of HCR 25. Jean Mollenkopf Moore, Self; Dorothy Moon, Idaho G.O.P; spoke in opposition of HCR 25. Rep. Shirts followed up regarding the affects on constituents and safe guards around the Nineteenth and Twenty-first Amendments. MOTION: Rep. Crane (12) made a motion to send H 25 to the floor with a DO PASS recommendation. Committee members spoke about grass roots government, concern for kids, and protection of the Constitution. Chairman Crane (13) called the meeting to order at 9:00 A.M. RS 33112: Rep. Scott presented RS 33112 which prohibits the State of Idaho from including any logo, motto, or slogan belonging to an elected state official on state documents, presentations, or correspondence. It will also ensure that government communications remain neutral and focused on state business, rather than promoting ideas or candidates. Committee members asked for an example of a slogan used in reference to the proposed bill, clarity around the language, and motto's and state seal logo's on emails and letters to constituents. MOTION: Rep. Alfieri made a motion to return RS 33112 to the sponsor. Motion carried by voice vote. RS 33140: Rep. Scott presented RS 33140. This proposed bill creates a new duty for the State Controller which includes the following: to store, maintain, and publish a current list of asset forfeitures. The state and local law enforcement agencies will include the State Controller’s office when reporting their information to the local prosecutors. MOTION: Rep. Alfieri made a motion to introduce RS 33140 with the following changes: on page 9 line 22; strike the word February and insert the word April. A committee members asked questions around assets, physical location for storage, state and local costs, fiscal budget, state system process, and types of assets. VOTE ON MOTION: Motion carried by voice vote. RS 33141: Rep. Scott presented RS 33141 which clarifies and expands existing reporting obligations by adding a penalty for reporters who violate the law. Committee members asked for an example of an agency agreement violating the law, enforcement of the law, appropriated contract money, penalties/violations, and a time provision before penalties. Other committee members had questions and comments around quasi government entities, enforcement of penalties and legislative actions, non-reported contract examples, ambiguity of stated language, and law suits over agency contracts. MOTION: Rep. Dygert made a motion to return RS 33141 to the sponsor. Motion carried by voice vote. -- 1 of 2 -- H 504: Rep. Alfieri presented H 504 which requests implementation of Idaho Code modifications designed to detect and prevent bulk Lottery ticket purchases conducted by organized groups, and to preserve the integrity, fairness, and lawful operation of the Idaho Lottery. These controls are intended to ensure that all lottery participants have equal and lawful access to ticket purchases, to deter exploitative or coordinated purchasing practices, and to maintain the public trust in the fairness and legality of the lottery system. Committee members asked questions related to other states buying bulk lottery tickets, purchases out of state vs in-state groups, and disqualification of in-state syndicate Idaho LLC's, Andrew Arulanandam, Director of The Idaho State Lottery and Tony Pitz, Director of Security for The Idaho State Lottery, answered questions around in-state syndicates forming LLC's, number watching, agency transparency, non published ticket sales, public transparency, enforcement at the establishment, counter clerk responsibility, and violation of transactions. MOTION: Rep. Scott made a motion to send H 504 to the floor with a DO PASS recommendation. A committee member had concern around the bill not deterring organized groups to send out multiple people to purchase in bulk. VOTE ON MOTION: Motion carried by voice vote. Rep. PLACE: Room EW40 MEMBERS: Chairman Crane(13), Vice Chairman Scott, Representatives Palmer, Holtzclaw, Skaug, Alfieri, Crane(12), Boyle, Dygert, Mickelsen, Pohanka, Bingham, Church, Haws ABSENT/ EXCUSED: None GUESTS: The sign-in sheet will be retained in the committee secretary's office; following the end of session the sign-in sheet will be filed with the minutes in the Legislative Library. Chairman Crane (13) called the meeting to order at 9:00 AM. MOTION: Rep. Dygert made a motion to approve the minutes of Monday January 19, 2026 and Tuesday January 20, 2026. Motion carried by voice vote. RS 32866: Rep. Scott presented RS 32866. This bill repeals the Idaho Commission on Hispanic Affairs by removing its statutory authority from Idaho Code, ending all commission operations, positions, and associated costs. Committee members asked questions regarding how soon the agency would close and the district of the agency. MOTION: Rep. Alfieri made a motion to introduce RS 32866. Chairman Crane (13) was in doubt, he requested a roll call vote. ROLL CALL VOTE: Motion failed by a tie vote of 7 AYE and 7 NAY. Voting in favor of the motion: Chairman Crane (13), Reps. Scott, Palmer, Holtzclaw, Alfieri, Crane (12), Boyle. Voting in opposition to the motion: Reps. Skaug, Dygert, Mickelsen, Pohanka, Bingham, Church, Haws. RS 32921: Rep. Scott presented RS 32921. This proposed legislation will remove Idaho from the Pacific Northwest Economic Region cooperation agreement by repealing Idaho Code Chapter 78 of Title 67. Committee members asked questions around how often the commission meets, economic benefit numbers, cross border identification, and is the problem around spending or the cooperation with the regional partners. MOTION: Rep. Skaug made a motion to introduce RS 32921. Committee members expressed concern of needing more detailed information. VOTE ON MOTION: Motion carried by voice vote. RS 32922: Rep. Scott presented RS 32922 which repeals Idaho Code § 67-452, which requires the Legislative Council to appoint two senators and two representatives to represent Idaho on the Pacific Fisheries Legislative Task Force. Committee members had comments and asked questions around what specifically the Pacific Fisheries Legislative Task Force does along with examples, waters issues around neighboring states, Idaho needs a voice, fiscal note, concerns about getting rid of things that actually serve the State of Idaho, removal of dams, and clarification of states involved. -- 1 of 2 -- MOTION: Rep. Alfieri made a motion to introduce RS 32922. Motion failed by voice vote. RS 32951: Rep. Price presented RS 32951. The purpose of this joint resolution is to put a question to the citizens of Idaho if they want to repeal Article IX Section 5 of the Constitution of the State of Idaho (Also known as "The Blaine Amendment"). MOTION: Rep. Skaug made a motion to introduce RS 32951. Committee members had questions and comments around contradictions of The Blaine Amendment and The Constitution, discrimination around Christians, and informing Idahoans of The Constitution and The Blaine Amendment. MOTION: Motion carried by voice vote.
