This resolution will recognize the Muslim Brotherhood and the Council on American Islamic Relations as terrorist organizations that are overtly hostile to the people and institutions of the State Of Idaho. The objective is for the Legislature to acknowledge the status of these organizations as transnational terrorist organizations when considering future legislation, include regarding purchasing or acquiring land in the State of Idaho.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 29 BY STATE AFFAIRS COMMITTEE A CONCURRENT RESOLUTION1 STATING FINDINGS OF THE LEGISLATURE AND RECOGNIZING THE MUSLIM BROTHERHOOD2 AND THE COUNCIL ON AMERICAN-ISLAMIC RELATIONS AS FOREIGN TERRORIST OR-3 GANIZATIONS THAT ARE OVERTLY HOSTILE TO THE PEOPLE AND INSTITUTIONS OF4 THE STATE OF IDAHO.5 Be It Resolved by the Legislature of the State of Idaho:6 WHEREAS, the Society of the Muslim Brothers, also known as Jama'at7 al-Ikhwan alMuslimin, (the Muslim Brotherhood) is a foreign and transna-8 tional Islamist organization; and9 WHEREAS, Hassan al-Banna, who founded the Muslim Brotherhood almost 10010 years ago, professed that "Jihad is an obligation from Allah on every Muslim11 and cannot be ignored nor evaded" and that jihad means "the fighting of the12 unbelievers, and involves all possible efforts that are necessary to dis-13 mantle the power of the enemies of Islam including beating them, plundering14 their wealth, destroying their places of worship and smashing their idols";15 and16 WHEREAS, even in the present day, Mohammed Badie, the Eighth Supreme17 Guide of the Muslim Brotherhood who is currently serving a life sentence18 for plotting an armed insurrection in Egypt, has stated that the organiza-19 tion's primary goal is to establish Islam's "mastership of the world" and20 a total reform of all domains of life by resurrecting an Islamic state or a21 caliphate-empowered state to forcibly impose Sharia law worldwide; and22 WHEREAS, the Muslim Brotherhood provides support to localized branches23 in countries and territories throughout the world, including groups that24 conduct terrorism internationally; and25 WHEREAS, specific branches of the Muslim Brotherhood, such as HASM26 and Liwa al Thawra, have been designated by the U.S. Department of State as27 specifically designated global terrorist entities; and28 WHEREAS, activities of Muslim Brotherhood branches have similarly been29 limited or prohibited by the governments of Austria, Bahrain, Egypt, Jordan,30 Saudi Arabia, and the United Arab Emirates in light of the Muslim Brotherhood31 engaging in terrorism or attempting to destabilize those countries; and32 WHEREAS, Hamas, which was formed in 1987 as the Palestinian branch of33 the Muslim Brotherhood and is designated by the United States government as a34 foreign terrorist organization, kidnapped and murdered American citizens in35 its surprise assault against Israel on October 7, 2023; and36 WHEREAS, the Council on American-Islamic Relations (CAIR) is an Is-37 lamist organization that, according to the Federal Bureau of Investigation38 (FBI), was founded as a "front group" for "Hamas and its support network" in39 the United States; and40 WHEREAS, the Program on Extremism at George Washington University,41 America's leading academic research center on extremism, reports that CAIR42 is an example of conscious efforts by "the US-based Hamas network to regener-43
2 ate itself" and continue acting "under new guises" in the United States based1 on Hamas's "need to camouflage the identity of the new organization"; and2 WHEREAS, Nihad Awad, the Executive Director of CAIR, has boasted that3 American Muslims are "ready to move to the next phase," and that within the4 next 15 years the Muslim community "will have 50,000, an army of these peo-5 ple" who "will design [Islam's] image, protect the truth and the news,...6 many of these people will run for public office, and they will become lawmak-7 ers" to advance Sharia law in America; and8 WHEREAS, CAIR was named an unindicted co-conspirator in one of the9 largest successful prosecutions of terrorism financing in United States10 history, where internal documents plainly identified CAIR as a subsidiary of11 the Muslim Brotherhood and a federal court eventually found "ample evidence12 to establish" that CAIR was associated "with Hamas," United States v. Holy13 Land Found. for Relief & Dev.; and14 WHEREAS, CAIR and its members have repeatedly employed, affiliated15 with, and supported individuals promoting terrorism-related activities,16 including:17 (1) Ghassan Elashi, a founding board member of the Texas branch for CAIR18 and Treasurer of the Holy Land Foundation for Relief and Development, who was19 sentenced to a total of 65 years in prison for financing terrorism in 2009;20 (2) Abdurahman Alamoudi, a speaker at a CAIR-sponsored anti-Israel21 rally in Washington, D.C., in October 2000, who proudly proclaimed himself22 to be a "supporter of Hamas" and "a supporter of Hezbollah" and who was later23 convicted as a terrorist for funding Al Qaeda;24 (3) Randall Todd Royer, a communications specialist and civil rights25 coordinator for CAIR, who was sentenced to 20 years in prison on April 9,26 2004, for conspiring to aid Al Qaeda and the Taliban;27 (4) Bassem Khafagi, a community relations director for CAIR, who28 pleaded guilty to federal bank and visa fraud in 2003 after funneling money29 to terrorist causes and publishing material advocating suicide attacks30 against the United States;31 (5) Rabih Haddad, a CAIR fundraiser, who was arrested and deported for32 his work as Executive Director of the Global Relief Foundation, which was33 closed by the U.S. Department of the Treasury in October 2002 for financing34 Al Qaeda;35 (6) Muthanna al-Hanooti, a Director for CAIR in Michigan, who was con-36 victed and sentenced to prison in 2011 for violating United States sanctions37 against Iraq by accepting "two million barrels of Iraqi oil" in exchange for38 helping Saddam Hussein's government;39 (7) Sami Al-Arian, a convicted terrorist and Palestinian Islamic Jihad40 financier, whom CAIR publicly honored with its "Promoting Justice Award" in41 2014 and whom it featured in a 2020 lecture in which he stressed his desire42 "to promote" CAIR and "support [it] financially" as "the first defense" in43 America; and44 (8) Nihad Awad, CAIR's current Executive Director, who on November 24,45 2023, publicly praised and supported Hamas's October 7, 2023, attack against46 Israel, saying he "was happy to see" the assault which involved the kidnap-47 ping and murder of American citizens; and48
3 WHEREAS, the FBI suspended formal contacts with CAIR in 2008 and the1 Biden Administration removed CAIR's name from certain online documents in2 2023 to make clear it was distancing itself from the organization.3 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-4 sion of the Sixty-eighth Idaho Legislature, the House of Representatives and5 the Senate concurring therein, that the Legislature will now acknowledge the6 status of the Muslim Brotherhood and CAIR as identified transnational ter-7 rorist organizations when considering any future legislation, including re-8 garding purchasing or acquiring land in the State of Idaho.9
