This legislation would allow cities, at their discretion, to enter the state employee health insurance plan.

The enrolling cities would pay all related costs, therefore this legislation will have no effect upon the Idaho General fund. The cost to local government would vary by individual jurisdiction but will lower their health insurance costs.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 725 BY STATE AFFAIRS COMMITTEE AN ACT1 RELATING TO THE DEPARTMENT OF ADMINISTRATION; AMENDING SECTION 67-5767,2 IDAHO CODE, TO PROVIDE THAT THE DIRECTOR OF THE DEPARTMENT OF ADMIN-3 ISTRATION MAY PROVIDE SERVICE TO CITIES AND TO MAKE TECHNICAL CORREC-4 TIONS; AND DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.5
Be It Enacted by the Legislature of the State of Idaho:6
SECTION 1. That Section 67-5767, Idaho Code, be, and the same is hereby7 amended to read as follows:8 67-5767. DIRECTOR MAY PROVIDE SERVICE TO SCHOOL DISTRICTS, PUBLIC9 COMMUNITY COLLEGES, PUBLIC COLLEGES, PUBLIC UNIVERSITIES, CITIES, OR OTHER10 POLITICAL SUBDIVISIONS. (1) Under terms and procedures mutually agreed upon11 on by contract, the director of the department of administration may render12 the same services with respect to personnel of any school district, public13 community college, public college, public university, city, or other po-14 litical subdivision of the state of Idaho. The cost of any group insurance,15 group annuity, or health care service coverage so provided and of admin-16 istration thereof shall be borne by the school district, public community17 college, public college, public university, city, or other political subdi-18 vision.19 (2) Other political subdivision for the purpose of this section means20 any organization composed of units of government of Idaho or organizations21 funded only by government or government employee contributions or organiza-22 tions who discharge governmental responsibilities that would otherwise be23 performed by government.24
SECTION 2. An emergency existing therefor, which emergency is hereby25 declared to exist, this act shall be in full force and effect on and after26 July 1, 2026.27
