Repeals and adds to existing law to establish provisions regarding laying out of highways.
This legislation repeals and replaces Idaho Code § 40-605. The new section of code adds two new elements: 1) a requirement that pedestrian and bicycle facilities may only be improved as a secondary or collateral benefit for a highway project; and 2) a requirement that non-residential collector and arterial roadways may not be reduced in width.

This legislation requires a person to apply for an Idaho driver's license and register vehicles within 30 days of becoming an Idaho resident.

Amends and adds to existing law to establish provisions regarding the use of automated license plate readers and their data and to provide for vehicles equipped with front license plate mounting brackets.
This legislation will more clearly limit the use of automated license plate readers relative to official law enforcement activities and precludes automated license plate reader systems from being used for non-law enforcement purposes. The proposal also eliminates the requirement for mounting a front license plate if the vehicle lacks a front license plate mounting bracket.

Amends existing law to provide for the appointment of certain single county-wide highway district commissioners.
This legislation adds two additional highway district commissioners to the current five for countywide highway districts. One of these two additional highway district commissioners will be appointed by the Board of County Commissioners, whiletheotherwillbeappointedbytheGovernor. Theseadditionalpositionswillhelpprovide for improved coordination with county and state governments.

Amends existing law to revise provisions regarding documents that may be used to prove identity and citizenship status.
This legislation allows people applying for driver's licenses or learner's permits to use an unexpired passport, when a certified copy of a birth certificate is not available, for proof of identity, date of birth, and citizenship status.

Amends Idaho Code by adding a new Section 49-420R to be designated as the "Too Great For Hate" specialty license plate.

Amends and adds to existing law to establish a USS Idaho SSN 799 Commemorative License Plate.
This amendment to the Idaho Code establishes a 5-year commemorative plate recognizing the commissioning of the 5th ship in the United States Navy’s fleet named USS Idaho. This plate will be available only until July 1, 2030. Costs for this plate will be the same as the costs for a normal plate where all funds for the plate are collected and used by ITD.

Amends existing law to provide for data security compliance training for systems used by the Division of Motor Vehicles.
This legislation grants the Idaho Transportation Department (ITD) authority to control access to source systems and authorizes the department to require fingerprint background checks in accordance with REAL ID certification standards. This will safeguard the personal information of all Idaho citizens.

Adds to existing law to provide for studies regarding efficient and safe highway linkages.
The purpose of this act is to prioritize and advance current Planning and Environmental Linkages (PEL) studies designed to assess and guide improvements to Idaho’s highway infrastructure. This legislation directs the Idaho Department of Transportation to undertake and complete a study of the traffic corridors of existing State Highway 55, existing State Highway 16, and existing State Highway 95, a bypass route for I-84 linking the communities of Nampa and Caldwell south to Kuna, eastward to I-84 near Blacks Creek and of potential alternativeroutesforsafevehiculartravelbetweencentralIdahoandtheTreasureValley. Theactalsodirectsthe department to incorporate completed and on-going studies of these corridors, and to have the studies completed by July 1, 2027.

Amends existing law to eliminate renewal of instructional permits, to make certain permits valid for one year, and to remove the requirement that people surrendering an out-of-state driver's license take a knowledge test if they have previously held an Idaho driver's license.
This legislation has two parts. Both parts seek to align existing concepts in statute currently. 1. It makes motorcycle endorsement permits (MIP) and class D instruction permits (IP) valid for one (1) year to align with one (1) year commercial learner’s permit. 2. It removes the requirement for customers surrendering a current/valid out-of-state driver’s license to take a knowledge test if they have previously held an Idaho driver’s license. They have previously demonstrated they understand the rules of the road in Idaho.

This legislation reduces the cost of a four-year driver's license for individuals aged 63 and older from $35.00 to $30.00. The purpose of this bill is to provide fairness for senior citizens, ensuring they pay the same rate as others for driver's licenses.

Amends existing law to create a voluntary donation for the purpose of promoting and advancing vision health.
This legislation provides for a voluntary check off box on the driver's license application where one can donate $2 to a fund that will provide for 'no charge' vision screening, vision treatment and eye health exams for low income people who do not pass the eye exam while renewing or obtaining their drivers license. The donation will be directed to Envision Sight, an Idaho nonprofit corporation who will provide these services to those who do not have the means to pay for them.

Amends and adds to existing law to establish An Appeal to Heaven license plates.
This legislation authorizes AN APPEAL TO HEAVEN special license plates, based on the pine tree flag flown by George Washington's naval cruisers at the outset of the Revolutionary War in 1775, and similar to the design reflected in the U.S. Postal Service's 1968 6-cent stamp, which commemorated this flag.

Amends existing law to revise provisions regarding Don't Tread On Me license plates and to establish the Idaho Firearms Safety Education Committee.
This bill updates last session’s legislation on the "Don’t Tread on Me" license plate based on public and state input. It removes the 26,000-pound weight limit, making the plate available to more Idahoans. The design is clarified as a bright yellow and black plate with the snake centered. It also ensures funds go exclusively to in-person firearms safety education and establishes the Idaho Firearms Safety Education Committee to oversee grants in cooperation with the State Board of Education.
