A one-time cost of $4,000 is estimated for plate development, to be paid from the State Highway Account. However, since the extra fees associated with this plate will accrue entirely to the State Highway Account, the extra revenues beyond those needed to cover the administrative costs of this special licence plate would more than cover these one-time costs after the sale of the first 334 plates.
