This legislation has two parts. Both parts seek to align existing concepts in statute currently. 1. It makes motorcycle endorsement permits (MIP) and class D instruction permits (IP) valid for one (1) year to align with one (1) year commercial learner’s permit. 2. It removes the requirement for customers surrendering a current/valid out-of-state driver’s license to take a knowledge test if they have previously held an Idaho driver’s license. They have previously demonstrated they understand the rules of the road in Idaho.

Approximately 700 MIPs and 1450 IPs are renewed each year by Idaho citizens. These renewals would be eliminated. Based on the current fee distributions, this will create an annual reduction in revenue to the following accounts: $8,750 to the State Highway Account, $10,730 to the Highway Distribution Account, and $3,700 to the Driver Training Fund. Additionally, the County Sheriff’s will see an annual reduction in revenue of $16,250 divided amongst the 44 counties. This revenue decrease will be accompanied by an equivalent reduction in transaction volume. Although we do not have great reference data for the fiscal impact of the elimination of knowledge testing for those returning to Idaho, we were able to confirm that approximately 3,000 people returned annually to Idaho over the past few years. At a minimum this would translate to an annual $15,000 reduction in revenue for the County Sheriff’s divided amongst the 44 counties. This reduction is also accompanied by an equivalent reductio
