This legislation defines two existing phrases used in Idaho Code: “benefit primarily motor vehicles” and “primary benefit of motor vehicles.”

There is no impact to the General Fund because the new definitions are clarifications of existing code and no funding is associated with these changes. Also, there is no fiscal impact to local highway jurisdictions.
