RS33844 / H0964 This appropriation to the Department of Fish and Game enhancements to the FY 2027 maintenance budget that includes funding for fisheries habitat projects; good neighbor authority projects; inflationary costs at fisheries; wolf depredation response; inflation at fisheries facilities; and IT hardware. This appropriation also includes language allowing for the reappropriation of dedicated and federal fund balances and directing the use of appropriation for wolf trapping.

Relates to the appropriation to the Department of Correction for fiscal year 2027.

RS33848 / H0966 This is a FY 2027 appropriation bill for the Idaho Department of Correction that addresses the fiscal impact of H684 of 2026. H684 added a new section of Idaho Code, 20-629, to authorize a sheriff's office to seek reimbursement for the costs of collecting a prisoner, probationer or parolee from out-of-state who has absconded from the supervision of the Idaho Department of Correction.

Amends existing law to revise a provision regarding the assessment of certain property.

Provides clarification and correction for calculating taxable values of fire protection districts and ambulance services districts not subject to urban renewable district revenue allocation areas.

Repeals existing law to remove obsolete provisions relating to membership on the Pacific Fisheries Legislative Task Force.

RS32892 / S1396 To ensure that state laws are streamlined, up-to-date, and essential for the citizens of Idaho, while best serving the public health, safety, and welfare, the Legislature approved the Idaho Code Cleanup Act, H14 in the 2025 legislative session. Submitted sections of Idaho Code were reviewed for repeal consideration by the DOGE Task Force on the criteria of obsolete, outdated, and unnecessary. This section of code was submitted through the Idaho Code Cleanup Act by Legislative Council on behalf of the Legislature. This bill repeals Section 67-452, Idaho Code, relating to the Idaho legislator memberships in the Pacific Fisheries [multi-state] Task Force. The State of Idaho has not participated in task force activities since 2022. No record of any member-state participating in this task force was found for this time period, and Oregon repealed their statutory membership in 2016.

Repeals existing law to remove outdated or unnecessary provisions.

RS33840 / H0957 To ensure that state laws are streamlined, up-to-date, and essential for the citizens of Idaho, while best serving the public health, safety, and welfare, the Legislature approved the Idaho Code Cleanup Act, H14 in the 2025 legislative session. Submitted sections of Idaho Code were reviewed for repeal consideration by the DOGE Task Force on the criteria of obsolete, outdated, and unnecessary. This bill repeals 9 Sections of Idaho Code in Title 42 pertaining to the Idaho Department of Water Resources. Sections include references to groundwater recharge negotiations with the Federal Bureau of Reclamation, the Salmon Falls Creek Water Compact and the Water Conservation and Development Trust Account. The Salmon Falls Creek Water Compact was never adopted. The Water Conservation and Development Trust Account has been inactive since at least 1994.

Amends existing law to revise provisions regarding cancellation and nonrenewal of certain policies.

This legislation addresses a current problem for Idaho property insurance policyholders, non-renewal notices. This problem has been occurring increasingly in rural areas and where urban expansion meets wildland areas. This legislation strengthens consumer protections for commercial and homeowner policyholders by extending the required notice periods for policy non-renewals and cancellations (excluding non-payment situations). The non-renewal and cancellation notice requirement is extended from 30-45 days to a uniform 60 days. This change allows policy holders additional time to find alternative insurance coverage and to reduce their risk of coverage gaps.

Amends existing law to provide for the Idaho Board of Licensure of Professional Engineers and Professional Land Surveyors to determine and administer an appropriate open book jurisprudence exam for the licensing of surveyors.

This legislation reinstates a portion of the land surveyor open-book exam. The exam ensures that land surveyors have a basic understanding of Idaho-specific property law. This protects Idaho property owners from boundary disputes and litigation.

Amends existing law to revise provisions regarding the Public School Facilities Cooperative Funding Program.

This legislation amends the Public School Facilities Cooperative Funding Program statute for administrative clean up, updating the election and application requirements, and addresses repayment obligations should project savings occur

Amends existing law to revise provisions regarding virtual public education in Idaho.

This legislation updates and aligns provisions governing virtual education programs operated by school districts and public charter schools.

Repeals existing law to remove obsolete provisions regarding the prohibition and sale of liquors and wines.

To ensure that state laws are streamlined, up-to-date, and essential for the citizens of Idaho, while best serving public health, safety, and welfare, the Legislature approved the Idaho Code Cleanup Act, H14 in the 2025 Legislative session. Submitted sections of Idaho Code were reviewed for repeal consideration by the DOGE Task Force on the criteria of obsolete, outdated, and unnecessary. This bill repeals three sections of Idaho Code pertaining to alcoholic beverages: 23-103, Idaho Code, is a prohibition era law pertaining to individuals who had been convicted of a crime prior to the Liquor Act of 1939. 23-215, Idaho Code, is a provision on price lists furnished by sellers. Price lists are compiled and provided by a third-party on a statewide basis. 23-216, Idaho Code, requires contact information for attorneys that represent businesses interested in the sale of liquors or wines be filed with the State Liquor Division.

Adds to existing law to establish provisions regarding Medicaid prior authorization exemptions for certain preceptorships.

This legislation establishes a prior authorization exemption for certain physicians who provide substantial preceptorship training to graduate medical students in Idaho, particularly in rural and underserved communities. Physicians practicing in primary care, psychiatry, or obstetrics and gynecology who provide at least 360 hours of qualifying preceptorship in a calendar year, with at least 60 percent of those hours occurring in qualified rural areas, are eligible for a twelve-month exemption from prior authorization requirements for medically necessary services billed to Idaho Medicaid managed care plans and state-contracted insurers. The bill directs the Department of Health and Welfare to verify reported preceptorship hours and administer the exemption and allows insurers to rescind exemptions if claims fail to meet medical necessity standards. Annual participation is limited to one hundred physicians per eligible specialty. The legislation is intended to encourage physician participation in training programs, strengthen Idaho's healthcare workforce pipeline, and improve access to care in rural and underserved areas.

Amends existing law to revise provisions regarding limitations on the regulation of and limiting the tax duties of short-term rentals.

This legislation clarifies existing Idaho statute protecting the private property rights of Idaho homeowners by ensuring the right to rent their property is maintained. This legislation protects property owners by allowing local governments to regulate short-term rentals only in cases where it is in the interest of public health and safety.

Adds to existing law to establish provisions regarding directed blood product transfusion.

The purpose of this legislation is to ensure patients in Idaho can provide their own or a directed donor's blood for transfusions via a federally compliant blood establishment, protecting patient autonomy while allowing exceptions for safety, time, or emergencies. It shields providers from liability except in cases of gross negligence, aligns with federal law, and takes effect as an emergency measure on July 1, 2026.

Amends existing law regarding irrigation conduits and rights-of-way.

This legislation clarifies that, when work is done within an irrigation easement, the ditch owner is not required to provide advance notice to, or obtain written permission from, the underlying landowner.

Amends and adds to existing law to revise provisions regarding bicycle and pedestrian projects.

This legislation amends existing Idaho Code, 40-117 to revise a definition & amend section 40-207 to allow that federal funds or grants received can be used to improve bike and pedestrian facilities. Amending section Idaho Code 40-605, to revise a provision regarding violation.

Amends existing law to revise provisions regarding solid waste disposal contracts in counties.

This legislation clarifies current statute to ensure that persons may contract with non-franchised solid waste providers for temporary waste collection containers.

Amends existing law to define “electronic storage detection dog.”

The purpose of this legislation is to add ESD K9s to the definition of "police dog" in the statute that criminalizes the mistreatment or killing of a police animal. The goal is to deter anyone from harming ESD K9s used by law enforcement agencies.

Amends existing law to remove a provision regarding the preparation of ballots for general elections.

RS33584 / H0872 This bill is a slight modification to Idaho code 34-906 concerning general elections. When the general election ballot contains a constitutional amendment or another issue, current law requires that a page break occur between the ballot and the issue, or that the issue be printed on a separate page from the rest of the ballot. This often causes portions of the ballot to be blank and wastes paper. This bill removes that requirement. This bill will allow the constitutional amendment or issue being considered to begin on the same page or on the back of the same page as the rest of the ballot.

Adds to existing law to provide for the checking of wolf traps.

The purpose of this legislation is to allow wolf trappers to inspect their trap remotely with transmitting cameras.

Amends existing law to add certain requirements for an affidavit in lieu of personal identification.

This bill adds multiple new safeguards to the voter affidavit process, including additional information required from the voter and prior verification by poll workers and the county before issuing a ballot to the voter. This will ensure safe, transparent, but still accessible elections for all legally registered American citizens and Idaho voters.

Amends existing law to limit liability for owners of property used as a polling place.

RS33634 / S1389 This legislation limits the liability of a property owner who allows the use of facilities and/or real property, without charge, as a polling location for Idaho elections. This legislation also clarifies that any nonprofit entity that allows its facility to be used as a polling location does so without placing its tax exemption at risk.

Amends and adds to existing law to establish provisions regarding submission by a covered entity for fingerprint screening.

This legislation amends Section 67-008 to include finger printing services for private entities that serve vulnerable populations. This change in legislation falls in line with current practices.

States findings of the Legislature and requests federal action.

This Memorial requests Congress to support legislation to codify the United States Supreme Court decision in Sackett v Environmental Protection Agency, et al., 598 U.S. 651 (2023), concerning Waters of the United States (WOTUS). The decision found that the EPA and US Corps of Engineers exceeded their legal authority and the Court established a new standard for determining what is included in WOTUS and what is subject to federal jurisdiction. The Memorial also requests the EPA and USCOE follow the Court decision.

Amends and adds to existing law to establish provisions regarding foster care placement.

This bill improves Idaho's foster care system expanding expedited placement eligibility to trusted kin, further ensuring stability for vulnerable children and makes technical corrections for statutory consistency.

Amends and adds to existing law to revise provisions regarding agreements by state agencies, to exempt certain records from disclosure, and to establish provisions regarding private insurance coverage and claims for state property.
