LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE RESOLUTION NO. 32 BY WAYS AND MEANS COMMITTEE A HOUSE RESOLUTION1 STATING FINDINGS OF THE HOUSE OF REPRESENTATIVES AND PROVIDING THAT ALL TEM-2 PORARY AND PENDING RULES OF THE IDAHO DEPARTMENT OF INSURANCE AND THE3 DIVISION OF OCCUPATIONAL AND PROFESSIONAL LICENSES HAVE BEEN REVIEWED4 AND APPROVED BY THE HOUSE BUSINESS COMMITTEE, WITH EXCEPTIONS.5 Be It Resolved by the House of Representatives of the State of Idaho:6 WHEREAS, pursuant to Section 67-5291, Idaho Code, standing committees7 of the Legislature shall review any temporary or pending rule that is ger-8 mane to its committee and has been published in the Idaho Administrative Bul-9 letin; and10 WHEREAS, the House Business Committee reviewed temporary and pending11 rules adopted by the Idaho Department of Insurance and the Division of Occu-12 pational and Professional Licenses.13 NOW, THEREFORE, BE IT RESOLVED by the members of the House of Repre-14 sentatives, assembled in the Second Regular Session of the Sixty-eighth15 Idaho Legislature, that all temporary and pending rules adopted by the16 Idaho Department of Insurance and the Division of Occupational and Profes-17 sional Licenses, pursuant to the Administrative Procedure Act and submitted18 through the Office of the Administrative Rules Coordinator to the Legisla-19 ture for review during the 2026 legislative session have been reviewed and20 approved by the House Business Committee except for the following, which was21 not approved: IDAPA 24.39.30, Division of Occupational and Professional22 Licenses, Rules of Building Safety, Docket No. 24-3930-2502, the entire23 docket.24 BE IT FURTHER RESOLVED that the House Business Committee held that the25 following pending rule docket become effective upon sine die of the Second26 Regular Session of the Sixty-eighth Idaho Legislature: IDAPA 18.04.15, De-27 partment of Insurance, Rules Governing Short-term Health Insurance Cover-28 age, Docket No. 18-0415-2501.29
