LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE RESOLUTION NO. 21 BY TRANSPORTATION AND DEFENSE COMMITTEE A HOUSE RESOLUTION1 STATING FINDINGS OF THE HOUSE OF REPRESENTATIVES AND PROVIDING THAT ALL2 PENDING RULES OF THE IDAHO TRANSPORTATION DEPARTMENT HAVE BEEN REVIEWED3 AND APPROVED BY THE HOUSE TRANSPORTATION COMMITTEE WITH AN EXCEPTION.4 Be It Resolved by the House of Representatives of the State of Idaho:5 WHEREAS, pursuant to Section 67-5291, Idaho Code, standing committees6 of the Legislature shall review any pending rule that is germane to its com-7 mittee and has been published in the Idaho Administrative Bulletin; and8 WHEREAS, the House Transportation Committee reviewed pending rules9 adopted by the Idaho Transportation Department.10 NOW, THEREFORE, BE IT RESOLVED by the members of the House of Represen-11 tatives, assembled in the Second Regular Session of the Sixty-eighth Idaho12 Legislature, that all pending rules adopted by the Idaho Transportation13 Department, pursuant to the Administrative Procedure Act and submitted14 through the Office of the Administrative Rules Coordinator to the Legisla-15 ture for review during the 2026 legislative session have been reviewed and16 approved by the House Transportation Committee with the exception of IDAPA17 39.02.60, Idaho Transportation Department, Rules Governing License Plate18 Provisions, Docket No. 39-0260-2501, Section 012., Subsection 03., only,19 which was not approved.20
