This appropriation to the Department of Labor provides enhancements to the FY 2026 maintenance budget. This bill includes a cash transfer of $4,868,600 from the Employment Security Administration and Reimbursement Fund to the Employment Security Fund to correct an accounting error, a $5,000,000 shift from federal funds to dedicated funds and a reduction of 15.58 FTP for unemployment insurance (UI) operations, and $161,000 for IT hardware. This bill also includes four sections approving accounting entries to correct fiscal year 2024 ending fund balances, and three sections requiring reports. The first report is on department's current authorized positions, filled positions, active positions, length of vacancy for unfilled positions, and salary savings for fiscal year 2025. The second report is a cost benefit analysis on using E-Verify and directing the department to conduct a study on the impact of illegal immigration. The third report directs the department to conduct a study on the costs of administering disability determinations services at the state and federal level. This bill does not include the $7,330,000 requested by the department for unemployment insurance operations.

This supplemental corrects this imbalance for the current year, and there is a FY 2026 addition to adjust the appropriation moving forward. This bill does not include funding for a weighted student funding formula, additional discretionary funds, funding to support a revised student transportation formula, or for a special needs fund.

These are costs that were formerly borne by the continuously appropriated Business Information Infrastructure Fund that will be paid from the General Fund going forward. The recommended FY 2026 original appropriation of $40.47 million is 40% less than the office's FY 2024 total expenditures of $67,040,800, which included both appropriated and continuously appropriated funds. This appropriation provides enhancements to the State Controller's FY 2026 maintenance budget that include 7.00 FTP and funding for Luma personnel, Luma operating costs, Computer Service Center charges for Luma, 2.00 FTP and funding for financial specialists, 1.00 FTP and funding for a communications manager, and a level of effort program transfer.

This is the enhancement appropriation to the State Liquor Division. As detailed in Table 1 of the Fiscal Note, it results in a increase of $644,300 to the Liquor Control Fund appropriation. This increase provides for several enhancement requests, including a pay increase of $0.45 per hour for part-time store clerks, shrink wrap as a part of a new freight contract, and funding to update ISLD's website to meet ADA compliance standards. Also included is motorized equipment replacements, two vehicle replacements with mileages over 160,000 and replacement hardware recommended by the Office of Information Technology Services. This appropriation does not provide for $1,077,400 additionally requested by the Division. Enhancements not provided include an electronic document system, and network modernization project. This enhancement appropriation also reduces the agency's request to update its website to meet ADA guidelines by $25,000 and does not include $775,400 requested by the agency for replacement items.

The total budget for the Community Colleges is $69,219,700 and provides support to the College of Eastern Idaho, College of Southern Idaho, College of Western Idaho, and North Idaho College.
