Amends existing law to revise the penalty for soliciting commercial sexual activity.
This legislation makes soliciting commercial sexual activity a felony for anyone 21 years or older on a first offense. Current law provides for charging a misdemeanor for the first offense, followed by a felony for the second offense.

Amends existing law to revise provisions regarding the Idaho Parental Choice Tax Credit.
RS33779 / H0934 This legislation makes technical corrections to Idaho Code Section 63-3029N. Specifically, it clarifies that an eligible student may be 5 to 18 years of age at any time during the tax year; that tutoring must be for academic instruction; that advance payments may be claimed only initially; that funds are to be paid from the state refund account; what constitutes enrollment; and that curriculum may be obtained from one or more vendors, so long as the combined curriculum encompasses academic instruction. The legislation also deletes a code provision that is no longer needed and a reference to a code section that no longer exists.

Amends existing law to revise provisions regarding where a sex offender resides.
The purpose of this legislation is to clarify the definition of "residence" for purposes of sexual offender registration. The bill defines when an offender is considered to habitually live at a location, including objective time and frequency standards, and clarifies how residency applies to homeless offenders. These changes are intended to promote consistent enforcement, improve compliance, and enhance public safety by providing clearer guidance to offenders and law enforcement. This legislation also clarifies the exception allowing registered adult criminal sex offenders to reside within five hundred feet of a school or daycare when living in licensed or certified facilities providing incarceration, hospital, health, or convalescent care. The bill ensures consistent interpretation of the statute while maintaining existing public safety protections.

Amends existing law to revise provisions regarding the homestead exemption.
This legislation provides that a homeowner who is absent in the current year by reason of religious missionary service shall not be disqualified from receiving the homestead tax exemption. Under this legislation, homeowners who serve religious missions and intend to return to their homestead will be treated the same as homeowners actively serving in the military.

This legislation removes barriers for entrepreneurs starting a food business. The requirements for a new business to sell any time / temperature controlled foods are burdensome. This legislation allows small sellers (under $5,000) to be able to get a start in selling these types of foods.

Adds to existing law to establish provisions prohibiting the unlawful employment of unauthorized aliens.
This bill creates a new chapter in Idaho law making it a misdemeanor for employers, labor representatives, or employment agents to knowingly hire, continue employing, recruit individuals who are not lawfully present in the U.S. or authorized to work under federal law. It defines when an individual is considered unauthorized and requires employers to stop employment if they know or should know that work authorization has expired or been revoked. Employers who verify work authorization through the federal E-Verify system before hiring, and receive confirmation, are shielded from criminal liability and may raise good-faith compliance as an affirmative defense. An emergency clause provides for an effective date of July 1, 2026.

Adds to existing law to establish provisions regarding Medicaid prior authorization exemptions for certain preceptorships.
This legislation establishes a prior authorization exemption for certain physicians who provide substantial preceptorship training to graduate medical students in Idaho, particularly in rural and underserved communities. Physicians practicing in primary care, psychiatry, or obstetrics and gynecology who provide at least 360 hours of qualifying preceptorship in a calendar year, with at least 60 percent of those hours occurring in qualified rural areas, are eligible for a twelve-month exemption from prior authorization requirements for medically necessary services billed to Idaho Medicaid managed care plans and state-contracted insurers. The bill directs the Department of Health and Welfare to verify reported preceptorship hours and administer the exemption and allows insurers to rescind exemptions if claims fail to meet medical necessity standards. Annual participation is limited to one hundred physicians per eligible specialty. The legislation is intended to encourage physician participation in training programs, strengthen Idaho's healthcare workforce pipeline, and improve access to care in rural and underserved areas.

Amends existing law to remove a provision regarding the preparation of ballots for general elections.
RS33584 / H0872 This bill is a slight modification to Idaho code 34-906 concerning general elections. When the general election ballot contains a constitutional amendment or another issue, current law requires that a page break occur between the ballot and the issue, or that the issue be printed on a separate page from the rest of the ballot. This often causes portions of the ballot to be blank and wastes paper. This bill removes that requirement. This bill will allow the constitutional amendment or issue being considered to begin on the same page or on the back of the same page as the rest of the ballot.

Through integrated student supports, expanded learning opportunities, family engagement, and collaborative leadership, the community school model helps ensure that students are healthy, supported, and prepared to succeed in school and in life. The resolution acknowledges the work already underway across Idaho, where more than sixty schools in multiple districts are implementing community school strategies through partnerships with educators, community organizations, and families. By highlighting this collaborative framework, the Legislature encourages continued local partnerships and community-based solutions that reflect Idaho’s values, strengthen families, and contribute to the long-term prosperity of the state.

Amends existing law to make codifier's corrections.
RS33175 / H0893 The purpose of this legislation is to make codifier and technical corrections to the Idaho Code. During the course of a session, the same code sections and chapters might be amended multiple times in different bills. These amendments cannot always be cleanly reconciled and incorporated into the Idaho Code. Rather, the changes can result in inconsistent numbering of statutes, irregular grammar, and “surplus punctuation” — for example, a comma that was not itself deleted in any bill but was associated with deleted language. In the annual Codifier bill, the Legislative Services Office corrects any such irregularities and also makes other technical corrections to the Idaho Code, such as revising grammar and punctuation, correcting inaccurate code references, and updating archaic language. Codifier and technical corrections are not substantive in nature and will not change the meaning or effect of any section or chapter being amended. This is merely “cleanup” legislation, intended to provide clarity to readers of the Idaho Code.

Repeals existing law to remove obsolete provisions relating to membership on the Pacific Fisheries Legislative Task Force.
RS32892 / S1396 To ensure that state laws are streamlined, up-to-date, and essential for the citizens of Idaho, while best serving the public health, safety, and welfare, the Legislature approved the Idaho Code Cleanup Act, H14 in the 2025 legislative session. Submitted sections of Idaho Code were reviewed for repeal consideration by the DOGE Task Force on the criteria of obsolete, outdated, and unnecessary. This section of code was submitted through the Idaho Code Cleanup Act by Legislative Council on behalf of the Legislature. This bill repeals Section 67-452, Idaho Code, relating to the Idaho legislator memberships in the Pacific Fisheries [multi-state] Task Force. The State of Idaho has not participated in task force activities since 2022. No record of any member-state participating in this task force was found for this time period, and Oregon repealed their statutory membership in 2016.

Amends existing law to provide for certain ineligibility for reappointment to the same position following express Senate rejection and to establish certain timing requirements for gubernatorial appointments that are subject to the advice and consent of the Senate.
This legislation strengthens legislative oversight of gubernatorial appointments by establishing clear timelines and consequences for the appointment process. When the senate expressly rejects a gubernatorial appointee, that person becomes ineligible for reappointment to the same position for one year. The bill also requires the governor to fill vacancies subject to senate confirmation within 90 days of a term ending or a position becoming vacant, whichever comes sooner. Additionally, it updates Idaho Code to ensure holdover provisions align with the new appointment timeline requirements. Together these changes close gaps that have allowed vacancies to remain unfilled indefinitely and prevented the legislature from exercising meaningful checks on the executive appointment power.

Amends and adds to existing law to establish provisions for the opening of the shotgun sporting complex adjacent to Farragut State Park.
In 2023, the legislature passed House Bill No. 304 which directed the Idaho fish and game commission (IDFG) to expend up to five million dollars in federal funds through the Pittman-Robertson wildlife restoration act to purchase a specific plot of forty to sixty acres of land that the Coeur d’Alene Skeet and Trap Club occupies and leases from the Coeur d’Alene airport in Hayden, Idaho. The FAA and the Federal Wildlife Service could not agree on price for the ground, which has likely killed the potential for a purchase of said ground. This legislation codifies an alternative that was proposed by IDFG, whereby IDFG will lease the current location for a period of years until the operation can be moved to IDFG in Farragut State Park where it will be expanded. The lease and the move and expansion are codified herein.
