In recent years the volume of legislation brought by lawmakers has ascended to problematic levels. This creates logjams for bill drafters and has placed unreasonable expectations on that critical human resource. This resolution seeks to add a new joint rule 24 that will help temper that volume, provide for quality over quantity, and provide faster turnaround times. This will benefit not just bill drafters but the committee process and legislators alike.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 114 BY STATE AFFAIRS COMMITTEE A CONCURRENT RESOLUTION1 STATING FINDINGS OF THE LEGISLATURE AND PROVIDING FOR THE ADDITION OF A NEW2 JOINT RULE 24 OF THE JOINT RULES OF THE SENATE AND THE HOUSE OF REPRESEN-3 TATIVES OF THE STATE OF IDAHO.4 Be It Resolved by the Legislature of the State of Idaho:5 WHEREAS, the Idaho Legislature values the principles of limited and ef-6 ficient government; and7 WHEREAS, the consideration of a large volume of legislation is not nec-8 essarily compatible with Idaho's part-time, citizen legislature; and9 WHEREAS, at least 24 state legislative chambers have undertaken mea-10 sures to reduce the amount of legislation entering the legislative process11 in order to allow legislators to more efficiently consider and debate the12 most important issues facing their states; and13 WHEREAS, the Senate and the House of Representatives deem it necessary14 and desirable to add a new Joint Rule 24 to the Joint Rules of the Senate and15 the House of Representatives.16 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-17 sion of the Sixty-eighth Idaho Legislature, the Senate and the House of Rep-18 resentatives concurring therein, that the Joint Rules of the Senate and the19 House of Representatives shall be amended by the addition thereto of a new20 Joint Rule 24 to read as follows:21 JOINT RULE 2422 LIMITATIONS ON DRAFTING REQUESTS AND ROUTING SLIPS -- Except as other-23 wise provided for in this rule, each member of the Legislature may request24 from the Legislative Services Office the drafting of no more than 25 pieces25 of draft legislation and no more than 10 completed routing slips (RSs) during26 the period from July 1 through June 30 of each year.27 For the purposes of this rule, variations of the same draft legislation28 revised through the drafting process shall count as a single piece of draft29 legislation, and whenever a completed RS is revised as a change RS or as a new30 RS, it shall count as a single RS. Additionally, the limitations provided for31 in this rule shall not apply:32 (a) If an exception is expressly granted in writing by the Senate Pro33 Tempore, for members of the Senate, or the Speaker of the House of Represen-34 tatives, for members of the House of Representatives;35 (b) To legislation pertaining to appropriations drafted by the Budget36 and Policy Division of the Legislative Services Office;37 (c) To drafts or RSs of amendments or trailer bills; or38 (d) To legislation sponsored by legislative interim committees.39
