LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE RESOLUTION NO. 34 BY WAYS AND MEANS COMMITTEE A HOUSE RESOLUTION1 STATING FINDINGS OF THE HOUSE OF REPRESENTATIVES AND PROVIDING THAT ALL2 TEMPORARY AND PENDING RULES OF THE IDAHO STATE POLICE, THE IDAHO PUBLIC3 SAFETY COMMUNICATIONS COMMISSION, THE IDAHO PUBLIC UTILITIES COMMIS-4 SION, THE IDAHO SECRETARY OF STATE, THE DEPARTMENT OF ADMINISTRATION,5 AND THE IDAHO STATE LOTTERY HAVE BEEN REVIEWED AND APPROVED BY THE HOUSE6 STATE AFFAIRS COMMITTEE, WITH AN EXCEPTION.7 Be It Resolved by the House of Representatives of the State of Idaho:8 WHEREAS, pursuant to Section 67-5291, Idaho Code, standing committees9 of the Legislature shall review any temporary or pending rule that is ger-10 mane to its committee and has been published in the Idaho Administrative Bul-11 letin; and12 WHEREAS, the House State Affairs Committee reviewed temporary and pend-13 ing rules adopted by the Idaho State Police, the Idaho Public Safety Commu-14 nications Commission, the Idaho Public Utilities Commission, the Idaho Sec-15 retary of State, the Department of Administration, and the Idaho State Lot-16 tery.17 NOW, THEREFORE, BE IT RESOLVED by the members of the House of Represen-18 tatives, assembled in the Second Regular Session of the Sixty-eighth Idaho19 Legislature, that all temporary and pending rules adopted by the Idaho State20 Police, the Idaho Public Safety Communications Commission, the Idaho Public21 Utilities Commission, the Idaho Secretary of State, the Department of Admin-22 istration, and the Idaho State Lottery, pursuant to the Administrative Pro-23 cedure Act and submitted through the Office of the Administrative Rules Co-24 ordinator to the Legislature for review during the 2026 legislative session25 have been reviewed and approved by the House State Affairs Committee with26 the exception of the following pending and temporary rules, which were not27 approved: IDAPA 15.06.01, Idaho Public Safety Communications Commission,28 Rules Governing the Idaho Public Safety Communications Commission, Docket29 No. 15-0601-2501, the entire docket.30
