Idaho's 2026 Session: Every Education Appropriations Bill

Fourteen FY2027 education funding bills passed the 2026 session — the budget side of the policy bills covered in Tally Idaho's earlier education recap. Where those policy bills mostly passed with broad bipartisan support, the funding bills were noticeably more contested: every single one drew real opposition in at least one chamber, several dipping into the 60% range. Two throughlines run across multiple bills: partially restoring a prior year's 2% across-the-board budget rescission, and cutting Canvas Learning Management System funding across both community colleges and four-year institutions.

The four bills with the clearest individual stories — budget restorations, a specific technology cut, and a full agency consolidation.

Career Technical Education budget partially restores a 2% cut

Enhances the FY2027 Career Technical Education maintenance budget and partially restores an earlier 2% across-the-board budget rescission — one of several 2026 education bills undoing a prior year's cuts.

Community colleges: Canvas cut, 2% restoration

Cuts $245,500 in Canvas Learning Management System funding for community colleges while adding $1,123,200 to restore the additional 2% budget reduction from a prior cycle. The closest vote in this recap.

Colleges and universities: Canvas cut, risk-manager consolidation

The four-year institutions' version of the same Canvas LMS reduction ($752,900), plus centralizes risk-manager positions previously scattered across the Office of the State Board of Education into one consolidated function.

STEM Action Center folded into Workforce Development Council

Consolidates the STEM Action Center into the Workforce Development Council, including an FY2026 rescission to close out the STEM Action Center's existing budget as a standalone agency.
