RS33702 / H0905 This appropriation to the Office of the State Board of Education (OSBE) provides enhancements to the FY 2027 maintenance budget that include a funds transfer from the higher education institutions for a centralized learning management system (LMS) contract, a transfer of risk managers from OSBE to Boise State University, Idaho State University, and the University of Idaho, and appropriation of the Fund for the Improvement of Post-Secondary Education (FIPSE) federal grant.

This appropriation provides an additional $4,487,900 to the maintenance appropriation provided to the Office of the State Board of Education. Table 1 shows incremental adjustments to the budget found in the bill, of which the ongoing increase is $487,900, and the onetime increase is $4,000,000 for the Fund for the Improvement of Secondary Education federal grant. LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 905 BY APPROPRIATIONS COMMITTEE AN ACT1 RELATING TO THE APPROPRIATION TO THE OFFICE OF THE STATE BOARD OF EDUCATION;2 APPROPRIATING ADDITIONAL MONEYS TO THE OFFICE OF THE STATE BOARD OF ED-3 UCATION FOR FISCAL YEAR 2027; REDUCING THE APPROPRIATION TO THE OFFICE4 OF THE STATE BOARD OF EDUCATION FOR FISCAL YEAR 2027; REDUCING FULL-TIME5 EQUIVALENT POSITIONS; AND DECLARING AN EMERGENCY AND PROVIDING AN EF-6 FECTIVE DATE.7
Be It Enacted by the Legislature of the State of Idaho:8
SECTION 1. SECTION 2. Notwithstanding any other provision of law to the contrary,24 the appropriation to the Office of the State Board of Education for the OSBE25 Administration Program from the General Fund is hereby reduced by the fol-26 lowing amounts according to the designated expense classes for the period27 July 1, 2026, through June 30, 2027:28 FOR:29 Personnel Costs30 $492,300 Operating Expenditures31 18,200 TOTAL32 $510,500
SECTION 3. FTP AUTHORIZATION. Notwithstanding any other provision of33 law to the contrary, the full-time equivalent position authorization pro-34 vided to the Office of the State Board of Education is hereby reduced by four35 (4.00) for the period July 1, 2026, through June 30, 2027.36

SECTION 4. An emergency existing therefor, which emergency is hereby1 declared to exist, this act shall be in full force and effect on and after2 July 1, 2026.3
