Repeals and amends existing law to remove references to the task force.
The first purpose of this legislation is to remove the single reference to the Health Care Task Force by amending Section 56-1054, Idaho Code. Secondly, the legislation repeals Section 1, Chapter 280, Session Laws of 2006, which renamed the Health Insurance Premium Task Force the Health Care Task Force.

Stating findings of the Legislature and requesting that Congress ensure the continued appropriation of funds in the fiscal year 2017 budget to significantly enhance aquatic invasive species prevention efforts and to implement the intent of the Water Resources Reform and Development Act.
The purpose of this joint memorial is to thank the United States Army Corps of Engineers for appropriating four million dollars in funding for watercraft inspection stations as authorized by the Water Resources Reform and Development Act. Additionally, this joint memorial requests that Congress ensure the continued appropriation of these funds in the fiscal year 2017 budget. This action will significantly enhance aquatic invasive species prevention efforts and implements the intent of the Water Resources Reform and Development Act.
Appropriates an additional $1,300,000 to the Secretary of State for fiscal year 2016.
This bill provides a one-time FY 2016 supplemental appropriation to the Secretary of State for operating expenditures in the amount of $1,300,000 from the General Fund. These funds will be used solely for grants to counties in order for them to make upgrades to their voting systems. Any remaining unexpended and unencumbered amounts not so used will revert to the General Fund.

Repeals existing law relating to the Youth Education Account.
Title 33, Chapter 47, Idaho Code, established the Youth Education Fund. The fund does not currently exist and does not appear to have actually been established since the chapters enactment in 1992. The original intent of the legislation was to establish the Fund within the State Treasury and have it be comprised of appropriations, donations, contributions, gifts or grants. The Board, the Department of Health and Welfare, the Idaho State Police and the Idaho Transportation Department could contribute funds to and seek grants from the Fund. Monies from the Fund were to be used exclusively for the production and purchase of radio and television advertising designed to advise children of the risks and problems associated with the use of alcohol, drugs, and tobacco. Resources are currently provided through the public school budget process for the state's Safe and Drug Free School program.

Amends existing law to clarify notice and appeal provisions for certain determinations.
To amend the Employment Security Law to clarify the notice and appeal provisions for administrative actions affecting covered employers.

Reduces the General Fund appropriation to the Idaho State Police by $16,400 for fiscal year 2016; and appropriates and transfers up to $16,400 from the General Fund to the Federal Grant Fund for fiscal year 2016.

Amends existing law to provide that the State Appellate Public Defender shall provide representation for certain interlocutory appeals and to revise provisions relating to post-conviction relief and habeas corpus proceedings.

Amends existing law to provide an exception to the requirement that every domestic insurer must have and maintain its principal place of business and home office in this state.

Amends and adds to existing law to revise procedures for the consolidation of cemetery maintenance districts.
The purpose of this bill is to provide legal authority for cemetery districts to consolidate. Currently there is no authority to consolidate or dissolve cemetery districts. It is within the public's interest to provide a provision allowing cemetery districts to combine resources to provide the most efficient manner for maintenance of these grounds.
Repeals and amends existing law regarding retention and storage of historical municipal records using photographic and digital media.
This legislation makes the following changes to city records retention laws. (1) Provides a definition for "historical records" and requires such records to be retained in perpetuity by the city or transferred to the State Archives. (2) Repeals Idaho Code 50-909 and incorporates the provisions of that section concerning retention of records using photographic or digital media into Idaho Code 50-907. (3) Cities are authorized to retain permanent records using photographic or digital media, and to destroy paper originals of non-historical records preserved on photographic or digital media. (4)Provisionsconcerningdestructionofrecordsthathavemettheirrequiredretentionperiodmatch the current law, except for language clarifying that historical records cannot be destroyed.

Amends and adds to existing law regarding public charter schools.
Proposed amendments to Chapter 53, Title 33 provide for additional transparency regarding the management of charter schools as well as allowing for a streamlined process for charter holders to replicate high achieving charter schools. Specific amendments would specify that the non-profit corporation authorized to organize and manage one or more charter schools may not operate enterprises other than public charter schools, but can contract with other organizations to provide administrative and program services; clarify that a single non-profit may hold multiple charters; outline the process for replication of effective charter schools; and add the defined terms "charter holder" and "educational services provider."
