STANDARD PROTECTION FOR ALL RESOURCES ON KIDS' DEVICES -- Adds to existing law to establish the Standard Protection For All Resources on Kids' Devices Act to protect minors from accessing or downloading harmful content.
STATEMENT OF PURPOSE
▶ Show statement of purpose▼ Hide statement of purpose
The Standard Protection for All Resources on Kids' Devices Act strengthens Idaho’s commitment to protecting minors from harmful digital content. This legislation not only requires built-in filtering technology on smartphones and tablets for minors but also holds all content creators—including app developers—equally responsible for preventing minors from accessing obscene or harmful material. This legislation ensures that harmful material cannot be accessed through web browsing, apps, downloaded content, or other digital workarounds. Furthermore, it establishes clear liability for content creators within application stores and sets reasonable liability for device manufacturers who fail to comply with these protections.
FISCAL NOTE

There is no fiscal impact to the General Fund, because parents have the ability to turn off the filters upon activation
