STATEMENT OF PURPOSE

Adding a new section regarding the expiration of rulemaking authority of agencies. On or after July 1, 2025 agenciesmustpromulgateruleswithin10yearsoftheapplicablestatute’s(orregulation’s)becominglaw. After 10 years from July 1, 2025, agencies have 2 years, where the statute confers rulemaking.

There are no costs anticipated as the various state agencies already work through agency rules pursuant to the governor’s ZBR order. Therefore this legislation causes no additional expenditure of funds at the state or local level of government, nor does it cause an increase or decrease in revenue for state or local government.
