STATEMENT OF PURPOSE

Amending the Idaho Administrative Procedure Act to sunset Administrative Rules on an 8 year schedule beginning July 1, 2026. Additionally, an agency intending to renew a rule chapter must prepare a statement justifying the benefits versus costs, including the cost of the agency to monitor and enforce the rule.

There are no costs anticipated as the various state agencies already work through agency rules pursuant to the governor’s ZBR order. Therefore this legislation causes no additional expenditure of funds at the state or local level of government, nor does it cause an increase or decrease in revenue for state or local government.
