MINUTES HOUSE ENVIRONMENT, ENERGY & TECHNOLOGY COMMITTEE DATE: Monday, February 16, 2026 TIME: 1:30 P.M. PLACE: Room EW41 MEMBERS: Chairman Barbieri, Vice Chairman Furniss, Representatives Vander Woude, Scott, Wisniewski, Raybould, Redman, Bruce, Burgoyne, Fuhriman, Tanner(13), Thompson, Bingham, Rubel, Egbert, Galaviz ABSENT/ EXCUSED: Representatives Galaviz, Tanner (13) GUESTS: The sign-in sheet will be retained in the committee secretary's office; following the end of session the sign-in sheet will be filed with the minutes in the Legislative Library. Chairman Barbieri called the meeting to order at 1:30 p.m. MOTION: Rep. Egbert made a motion to approve minutes from February 4, 2026. Motion carried by voice vote. RS 33323: Rep. Vander Woude introduced RS 33323 explaining this legislation consolidates statutory provisions related to hazardous waste management and retains regulatory provisions to ensure facilities are appropriately sited for the protection of human health and the environment. MOTION: Rep. Redman made a motion to introduce RS 33323. Motion carried by voice vote. RS 33167C1: Rep. Hostetler presented RS 33167C1, a joint memorial urging United States Congress to prohibit unauthorized geoengineering and atmospheric modification activities conducted over the State of Idaho without state approval, public disclosure, or transparency. Committee questions revolved around the effect on farmers and irrigation; and clarification of weather modification versus cloud seeding. MOTION: Rep. Scott made a motion to introduce RS 33167C1. Motion carried by voice vote.
