MINUTES HOUSE COMMERCE & HUMAN RESOURCES COMMITTEE DATE: Wednesday, February 11, 2026 TIME: 1:30 P.M. PLACE: Room EW05 MEMBERS: Chairman Holtzclaw, Vice Chairman Wisniewski, Representatives Weber, McCann, Beiswenger, Bruce, Burgoyne, Cayler, Fuhriman, Leavitt, Tanner(13), Bingham, Egbert, Haws ABSENT/ EXCUSED: Representative Bruce GUESTS: The sign-in sheet will be retained in the committee secretary's office; following the end of session the sign-in sheet will be filed with the minutes in the Legislative Library. Chairman Holtzclaw called the meeting to order at 1:30 p.m. Rep. Egbert made a motion to approve minutes for January 27, 2026 and February 5, 2026. Motion carried by voice vote. RS 33349: Chairman Holtzclaw turned the gavel over to Rep. Weber. Chairman Holtzclaw presented RS 33349 to establish catastrophic benefits for public safety officers killed or severely injured in the line of duty. The fiscal note requires a change from $70 to $110 per employee per $100,000. Committee questions included whether the benefit is an optional one-time payout or annual benefit; premium deductions; and projection for the duration of benefits payments. MOTION: Rep. Leavitt made a motion to introduce RS 33349. Motion carried by voice vote. RS 33253: Rep. Cornilles presented RS 33253 explaining this legislation corrects terminology for unlawful recording and use of sick leave. Committee members commented on protecting private interests versus mandates and questioned protection for the employer. MOTION: Rep. Fuhriman made a motion to introduce RS 33253. Motion carried by voice vote. RS 33243: Rep. Hill presented RS 33243 ensuring public investment dollars are not put at risk in adversary countries. Committee questions included the history of similar bills passed; damage to investment portfolios; divesting process, timeline and reporting to PERSI employees; the Treasurer's office and PERSI's availability to speak on this subject. MOTION: Rep. Leavitt made a motion to introduce RS 33243. Motion carried by voice vote.
