Relates to the appropriation to the Public Schools Educational Support Program's Division of the Idaho Digital Learning Academy for fiscal year 2025.
This appropriation to the Idaho Digital Learning Academy (IDLA) provides additional funding to address the new funding formula approved by the Legislature in House Bill 452. Additionally, JFAC approved a motion to have IDLA be an independent division within the Public School Support Program.

This appropriation to the Public School Support Program's Division of Facilities provides enhancements to the FY 2025 maintenance budget by appropriating the School District Facilities Funds that have been approved by the Legislature in House Bill 292 (2023) and House Bill 521 (2024). The bill also adjusts the base appropriation to remove any funds provided for the facilities maintenance match and bond levy equalization programs.

This appropriation to the Public School Support Program's Division of Teachers provides a reduction of funding from the maintenance bill as it relates to 696 fewer estimated support units for fiscal year 2025. This bill also reallocates funding in the current year to discretionary funding as a result of fewer support units in the current year.

This is the FY 2025 maintenance appropriation for the Public School Support Program which includes the seven divisions for Administrators, Teachers, Operations, Children's Programs, Facilities, Central Services, and the Educational Services for the Deaf and the Blind. The bill includes standard adjustments for benefit costs, statewide cost allocation, and change in employee compensation for the Educational Services for the Deaf and the Blind, and a 1% change in employee compensation for administrative and classified staff.

This appropriation to the Educational Services for the Deaf and the Blind provides enhancements to the FY 2025 maintenance budget that includes funding for career ladder equivalence for instructional staff, funding to replace four vehicles with high mileage, increases for endowment fund distributions as approved by the Endowment Fund Investment Board, and the additional 2% change in employee compensation (CEC).

Relates to the appropriation to the Public Schools Educational Support Program's Division of Student Support for fiscal years 2024 and 2025.
This bill provides an appropriation to the new Student Support Division as part of the Public School Support Program. This division includes funding for Administrators, Operations, and Children's Programs. This appropriation provides enhancements to the FY 2025 maintenance budget with adjustments to nondiscretionary funding as a result of 696 fewer estimated support units for fiscal year 2025. This bill increases the discretionary funds distribution by 20.1%, and provides an additional 2% CEC for the administrative and classified positions. This bill also changes three sections of language that were approved in House Bill 460. For FY 2024, the bill provides a supplemental appropriation of $105,000,000 for discretionary funds. This supplemental is the result of fewer calculated support units as a result of the state returning to average daily attendance (ADA) for student count funding purposes. This supplemental relies on existing appropriation and therefore has no impact to the General Fund.
