Adds to existing law to establish provisions regarding satisfaction of a warning to consumers or the public on products used in growing food or fiber.

The purpose of this legislation is to clarify when a U.S. manufacturer or seller of a product that is used in growing food and fiber meets its common law duty to warn consumers or the public and sets criteria for legal recourse.
