The purpose of this legislation is to clarify when a U.S. manufacturer or seller of a product that is used in growing food and fiber meets its common law duty to warn consumers or the public and sets criteria for legal recourse.

There is no fiscal impact to the General Fund because this legislation deals with a U.S. manufacturers duty to warn a consumer or the public about the use of products used in growing food and fiber.
