Adds to existing law to provide for violations and enforcement for certain persons who perform conversion therapy and to prohibit state funding for conversion therapy.
The Youth Mental Health Prevention Act protects patients under eighteen (18) years of age from the harmful effects of conversion therapy and provides that a licensed, professional counselor shall not engage in the practice of conversion therapy. "Conversion therapy" means any practices or treatments that seek to change an individual's sexual orientation or gender identity.

This is an FY 2019 supplemental appropriation bill for the Idaho Transportation Department. It provides $330,000 to replace the roof at the District 5 headquarters located in Pocatello and $90,240,000 for a federal grant to be used on I-84 between the Karcher Interchange and Franklin Boulevard. This bill also provides $62,160,300, with $37,697,800 going to the Idaho Transportation Department and $24,462,500 going to the local units of government for the Strategic Initiatives Program.

Several non-governmental employers and their employees are enrolled in PERSI. This bill states that, after theeffectivedate,nonewnon-governmentalemployeemaybeaddedtothePERSIrolls. Existingemployees are not affected.

This legislation will require that all pending administrative rules shall be affirmatively approved by both the House of Representatives and the Senate, via a concurrent resolution.
Amends existing law to provide for certain prohibited conduct by homeowner's associations regarding solar panels and collectors and to provide exceptions.
This legislation provides that no homeowner's association may limit or prohibit the installation of solar panels or collectors on structure rooftops unless the restriction reflects a safety requirement consistent with building code or safety standards for protection of persons or property.

Relates to the appropriation to the Medical Boards for fiscal year 2020.
This is the FY 2020 original appropriation bill for the Medical Boards. It appropriates a total of $6,809,500 andcapsthenumberofauthorizedfull-timeequivalentpositionsat51.20. Forbenefitcosts,thebillmaintains the current appropriated amount for health insurance at $11,650 per eligible FTP; provides a 5.5% increase for the employer's share of PERSI contributions; and temporarily reduces the rate agencies pay the Division of Human Resources for its services. Inflationary adjustments include $7,700 for increased credit card processingfeesandofficeleasecosts. Fundingforreplacementitemsincludes$95,000forsoftwarelicenses, office furniture, computers, and phones. For statewide cost allocation, $6,100 is provided. The bill also provides funding for the equivalent of a 3% change in employee compensation for permanent employees, with a minimum increase of $550 for each employee and the remaining amount to be distributed based on merit. The bill funds ten line items. For the Board of Medicine: 1.00 FTP and $62,400 for a management assistant and $41,500 for additional board resources. For the Board of Nursing: $5,500 for six cell phones; 1.00 FTP and $49,200 for an administrative assistant; and $3,300 for Microsoft Office 365. For the Board of Pharmacy: $19,600 for licensing system maintenance and $4,800 for Microsoft Office 365. For the Governor's Technology Initiatives across the five agencies, the bill includes $4,300 for network equipment replacement,$25,200formobiledevicesecurity,and$41,100forOfficeofInformationTechnologyServices billings.
