Amends existing law to provide that individuals who are not citizens of the United States cannot vote in any election in the State of Idaho.

This legislation would provide for a constitutional amendment that would clarify that only Idaho residents who are citizens of the United States are eligible to vote and that non-citizens are not eligible voters in any election held within this state. Legislative Council may use the following statement for the ballot explanation as to the effect of the question: “This proposed constitutional provision will clarify that only Idaho residents who are citizens of the United States are qualified voters and that non-citizens are not eligible to vote in any election held within this state.”

Proposes an amendment to the state constitution to limit the length of any extraordinary or special session of the Legislature.

This Joint Resolution amends the Idaho Constitution to include the extraordinary sessions of the Idaho Legislature convened upon a written request of 60% each of the House and Senate membership under the same 20-day limit that has applied since statehood to all special sessions convened at the call of the Governor.

Currently, gun suppressors are heavily regulated under the prohibition era National Firearms Act of 1934. The United States Congress has before it the Hearing Protection Act which would reclassify gun suppressors to be regulated as a regular firearm. This Joint Memorial expresses the desire of Idaho gun owners, sportsmen, and hunters to encourage the United States Congress to pass the Hearing Protection Act and allow Idaho’s law-abiding gun owners to protect their hearing while enjoying their shooting sports activities.

Amends existing law to require school principals to notify parents and guardians of a student's involvement in harassment, intimidation, bullying, violence, or self-harm and to provide empowering materials and requires school districts to report incidents and confirm the distribution of the materials to the State Department of Education.

Current state law regarding the handling of harassment, intimidation and bullying of students does little to address those who are bullied; state law’s current focus is predominantly on bullies. State law currently requires local school districts to report the number of bullying incidents to the state. While it is important to know how much bullying is taking place, there is not much state policymakers can do with this simple quantification. Given the relationship between those who are bullied and harm to self and others, this bill aims to better address the needs of those who are bullied in addition to responding to those who do the bullying. This bill replaces a simple end of year quantification and makes it one in which we know each incident is followed by an actual response, not just observation. This bill would not come into effect until July 1, 2025 so that a group of stakeholders led by the IDE can provide a proposed overdue update to Idaho Code 18-917A which defines harassment, intimidation and bullying.

This appropriation to the Idaho Transportation Department provides enhancements to the FY 2025 maintenance budget that includes funding for targeted CECs for aeronautics, airfield improvements, deferred maintenance projects, new equipment, net-zero department-wide transfers to align the budget with anticipated expenditures, construction planning software and updating the website, 53.00 FTP for workforce planning, an increase in federal funds, replacement items, and the additional 2% CEC. This bill also includes funding for construction projects, road and bridge maintenance, safety and capacity projects, and local bridge maintenance. Additionally, this bill provides cash transfers from the General Fund to dedicated funds totaling $502,800,000. Lastly, this bill provides language for reappropriation, direction to renovate the State Street headquarters, direction to renovate its Shoshone district 4 headquarters, and language directing use of unobligated ARPA state and local fiscal recovery projects to pedestrian safety and surface transportation projects.

Amends existing law to revise provisions regarding hospital property tax exemptions and to specify requirements to qualify for an exemption.

This legislation amends a definition of nonprofit hospital for the purpose of property tax exemptions and allows the discretion of the Board of Equalization for the county in which the property is located. The legislation set up a framework for the Board of Equalization to evaluate the community and charitable benefit of nonprofit hospitals and grant a property tax exemption in full, partial, or an exemption at all.

Adds to existing law to establish provisions regarding licenses issued to resort city restaurants.

Idaho’s liquor license quota system is based on a city’s residential population. In resort cities, where populations fluctuate widely based on tourism, residential population is a poor measure of the actual number of people in town at a given time. This bill would create a resort city restaurant liquor license, allowing up to three additional liquor licenses for restaurants in resort cities, subject to approval by the city. The majority of the restaurant’s revenue must be from food, and liquor may only be sold during the hours food is served.

Amends existing law to provide that a local governmental unit shall not enact, maintain, or enforce an ordinance or a resolution that forces participation in an optional federal housing assistance program or regulates rent, fees, or deposits charged for leasing private residential property.

This bill amends Idaho Code Section 55-307 to prohibit local governments from mandating Idaho property owners to be forced to participate in an optional Federal Housing Assistance program or any program that would have the effect of regulating rent, fees or deposits. This bill updates language in Idaho Code Section 55-2006 to be consistent amended language.

Adds to existing law to provide for nonresident tags and permits for deer, elk, and pronghorn antelope and to provide for the Nonresident Draw Implementation Committee.

This legislation shifts most general out-of-state hunter tags for deer, elk, and pronghorn from a first-come, first-served over-the-counter system to a drawing-based system, starting on November 15, 2026. The details of how this will be accomplished will be developed by a six-person implementation committee appointed by the Speaker of the House, the President Pro Tempore of the Senate, the Idaho Fish & Game Commission, and the Fish & Game Director. This committee will develop recommendations for any necessary changes to statute and rule, and will deliver these recommendations to the Legislature at the beginning of the 2025 legislative session.

States findings of the Legislature and directs the Department of Health and Welfare to develop, apply for, and report on waivers for Medicaid and to develop work requirements for waivers.

This resolution recognizes that Idahoans want to be self reliant when it comes to receiving health care benefits. But circumstances sometimes have consequences that interfere with that resilience and individuals find themselves in need of medical assistance. Helping these people gain back the independence they desire is what the Idaho Legislature is proposing in conjunction with the Idaho Department of Health and Welfare.
