Thislegislationcreatesthe“RuralNursingLoanRepaymentFund”underTitle39,Chapter59. Moneyallocated to the fund would pay educational debts for nurses committing to practice in designated rural health shortage areas and critical access hospitals in Idaho. Payments would be capped at $25,000 per year up to a maximum of $75,000 per qualified applicant.

Consistent with the Governor's Red Tape Reduction Act, this bill seeks to eliminate inactive provisions of law. This legislation will repeal an outdated section of Idaho Code, specifically Title 54, Chapter 1, Abstracters of Title. The statute chapter has not been updated since 1963 and is no longer in use.

Adds to existing law to provide certain protections regarding automatic subscription renewals.
This legislation amends the Idaho Consumer Protection Act by adding a new section to provide consumers protection from unfair or deceptive trade practices with respect to cancellation of subscriptions. Often referred to as "Click to Cancel", this legislation provides that the consumer must be able to cancel a subscription in the same manner as the consumer used to subscribe.

Amends existing law to provide for mutual recognition agreements for licensure.
This legislation will allow for the Board of Architect Examiners, under the Idaho Division of Occupational and Professional Licenses, to enter into a mutual recognition agreement with another state, territory, jurisdiction, or country. The legislation allows the State of Idaho to enter into a mutual licensure recognition agreement with Canada and have mutual recognition of both Idaho architect licensees working into Canada, and Canada architect licensees working into Idaho.

Amends and adds to existing law to provide sales tax revenues to school districts and to revise provisions regarding school levy authority.
This bill relates to taxation. It revises provisions regarding school levies; establishes the Tax and Levy Reduction Fund; revises distributions from the Tax Relief Fund; revises provisions regarding the distribution of certain sales tax; and revises the sales tax revenue distribution formula.
Amends existing law to revise the distribution of property tax revenue between taxing districts and revenue allocation areas.
This legislation deals with the allocation of property tax revenue in an urban renewal district. Currently, upon creationofthedistrict,thebasevalueisfrozenfortaxdistributionpurposesformosttaxingdistricts. Thisfreeze continues for the life of the district which can be up to 20 years. The intent of the legislation is to recognize that local taxing districts need at a minimum, a cost-of-living adjustment to pay for increased services caused by new growth. This legislation would provide that five percent of any increment value be added to the base with the urban renewal district receiving ninety-five percent of that increment assessed value.
Adds to existing law to provide for the confidentiality of investigation records.
Consistent with the Occupational Licensing Reform Act, this bill allows for the Division of Occupational and Professional Licenses (DOPL) boards or commissions and division staff to share investigatory information regarding licensees with other boards and commissions to create efficiency within division investigations. The bill ensures all complaints, investigations, and informal proceeding records are exempt from disclosure under the Public Records Act.

This legislation declares the patented “Idaho Cut” to be a state symbol and the official state cut for faceted gemstones. This designation honors the legacy of Quincy Douglas Howell (1908-1992). A remarkable American, WWII Air Force Officer, and Idahoan who became one of the top five experts in the faceting world who named his most prized patent the “Idaho cut.”
