The purpose of this legislation is to formalize in Idaho Code § 66-329 a finding of dangerous and mentally ill person by the court for the involuntary care and treatment of mentally ill persons by the Department of Health and Welfare. Dangerous and mentally ill person is defined in Idaho Code § 66-1305. This would help to avoid inappropriate placement of dangerous patients in populations and facilities not equipped or prepared for the unique challenges these patients present.
Relates to the appropriation to the Division of Building Safety for fiscal year 2019.
This is an FY 2019 supplemental appropriation bill for the Division of Building Safety. It provides $99,700 for the purpose of promoting awareness of damage prevention and safe digging.

Amends existing law to provide for a juvenile probation fee.
The Idaho Juvenile Corrections Act allows the court to place juvenile offenders on probation for up to three years. In some cases judges have ordered juvenile offenders to pay a probation supervision fee for the time the offender is on probation. Currently there is no statutory fee for juvenile probation; however, some counties have been collecting court ordered juvenile probation fees through Odyssey. Judges and counties were notified in November that effective June 2019, Odyssey would no longer be configured to allow court orderedjuvenileprobationfeestobecollected. Asaresult,countieswouldberequiredtocreatenewtracking and collection portals outside of Odyssey. The proposed legislation amends Section 20-520, Idaho Code to establish a statutory juvenile probation supervision fee to be paid to the clerk of the court, amends Section 19-4708, Idaho Code, to allow for the collection of debts owed by juvenile offenders to the court, and Section 20-529, Idaho Code, to specify that revenues from juvenile probation fees are to be used exclusively for county juvenile probation services.

This is an FY 2019 supplemental appropriation bill for the Department of Health and Welfare. The bill includes federal fund appropriation for the Division of Public Health to implement several federal grants including nutrition and physical health, oral health, and chronic diseases. The department-wide appropriation impact for the grants is a net-zero change. The bill also includes a net-zero appropriation transfer from Self-Reliance Operations to Foster and Assistance Payments Program to cover increased costs forfosterparents. ThebillincludesfundingfortheEmergencyMedicalServicestoprovideadditionalgrants to qualified EMS agencies in accordance with Section 56-1018B, Idaho Code. Finally, this bill removes funding that was added to the department for a Graduate Medical Education (GME) program because the program was not able to match the state share with Medicaid funding.

This is the FY 2020 original appropriation bill for the Endowment Fund Investment Board. It appropriates a total of $745,500 and caps the number of authorized full-time equivalent positions at 4.00. For benefit costs, the bill maintains the current appropriated amount for health insurance at $11,650 per eligible FTP; provides a 5.5% increase for the employer's share of PERSI contributions; and temporarily reduces the rate agencies pay the Division of Human Resources for its services. Funding for replacement items includes $2,000 for a replacement chair and computer. For statewide cost allocation, $1,400 is provided. The bill also provides funding for the equivalent of a 3% change in employee compensation for permanent employees, with a minimum increase of $550 for each employee and the remaining amount to be distributed based on merit. Fundingfora3%upwardshiftinthecompensationscheduleisalsoincluded. Thebillfundsthreelineitems, which provide: $300 for GOV TECH 1 Core Network Equipment Replacement; $1,900 for GOV TECH 2 Mobile Device Security; and $2,900 for GOV TECH 4 Department of Administration Billings. The bill authorizes a continuous appropriation for consulting fees, bank custodial fees, and portfolio-related external costs. It contains language recognizing the amount the State Land Board has approved for transfer into the income funds in FY 2020 and available for appropriation to the beneficiaries.

For benefit costs, the bill maintains the current appropriated amount for health insurance at $11,650 per eligible FTP; provides a 5.5% increase for the employer's share of PERSI contributions; and temporarily reduces the rate agencies pay the Division of Human Resources for its services. For statewide cost allocation, $27,700 is provided. The bill also provides funding for the equivalent of a 3% change in employee compensation for permanent employees, with a minimum increase of $550 for each employee and the remaining amount to be distributed based on merit. The bill funds six line items, which provide: $50,000 for statewide cybersecurity training; $6,400 for a personnel reclassification; $77,600 for the Certified Public Manager Program and associated personnel and program costs; $1,300 for GOV TECH 1 Core Network Equipment Replacement; $7,900 for GOV TECH 2 Mobile Device Security; and $11,400 for GOV TECH 4 Office of Information Technology Services Billings.
