This Memorial recognizes the importance of the mining industry in the state of Idaho. Integra Resources is going through the lengthy permitting process to reopen the DeLamar Mine in Owyhee County. Integra has taken a collaborative approach with the community and various stakeholders over the multiple years they have been involved in this process. This Memorial expresses support for Integra's permitting application and encourages the federal government to act on the application in a timely and cost effective manner.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE JOINT MEMORIAL NO. 107 BY RESOURCES AND ENVIRONMENT COMMITTEE A JOINT MEMORIAL1 TO THE PRESIDENT OF THE UNITED STATES, THE SENATE AND THE HOUSE OF REPRESEN-2 TATIVES OF THE UNITED STATES IN CONGRESS ASSEMBLED, THE CONGRESSIONAL3 DELEGATION REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF THE UNITED4 STATES, THE SECRETARY OF THE UNITED STATES DEPARTMENT OF THE INTE-5 RIOR, THE ADMINISTRATOR OF THE UNITED STATES ENVIRONMENTAL PROTECTION6 AGENCY, AND THE COMMANDING GENERAL OF THE UNITED STATES ARMY CORPS OF7 ENGINEERS.8 We, your Memorialists, the Senate and the House of Representatives9 of the State of Idaho assembled in the Second Regular Session of the10 Sixty-eighth Idaho Legislature, do hereby respectfully represent that:11 WHEREAS, the Idaho Legislature recognizes the profound role mining has12 played in the settlement of Idaho, its contemporary role, and the role it13 will play in our future; and14 WHEREAS, Idaho, the 43rd state in the Union, was named the Gem State be-15 cause of the immense role played by mining in the settlement of Idaho; and16 WHEREAS, responsible resource development is of the utmost importance17 for our state and country right now; and18 WHEREAS, gold is a critical mineral, necessary for electronics, machin-19 ery, dentistry, medicine, aerospace, and coinage, among other uses; and20 WHEREAS, silver is a critical mineral, necessary for energy, trans-21 portation, technology, infrastructure, medicine, and consumer products;22 and23 WHEREAS, mining activity for critical minerals, including gold and sil-24 ver, has taken place at the DeLamar Mine in Owyhee County, Idaho, since 1863;25 and26 WHEREAS, the mining company Integra Resources is seeking to reinvigo-27 rate the DeLamar Project to unearth critical resources, thereby increasing28 our domestic supply of those resources; and29 WHEREAS, Integra Resources takes pride in providing high-paying job op-30 portunities for Idaho workers, building collaborative relationships, and31 investing in the long-term resiliency of Idaho's rural communities; and32 WHEREAS, Integra Resources is committed to three core values: in-33 tegrity, care, and innovation; and34 WHEREAS, Integra Resources is committed to the highest reclamation35 standards and supporting a return to productive multiple-use of the land-36 scape once mining operations cease; and37 WHEREAS, Integra Resources is committed to being good stewards of the38 environment and a dedicated member of the community where it operates; and39 WHEREAS, as an example of Integra Resources' dedication to being an en-40 gaged member of the community, it has reached an agreement with the Shoshone-41 Paiute Tribes of the Duck Valley Reservation that establishes a transforma-42 tive and collaborative long-term partnership for the development of the De-43

2 Lamar Project that recognizes tribal sovereignty and supports the Shoshone-1 Paiute Tribes as drivers of responsible economic development in the region2 while protecting Shoshone-Paiute values, interests, and culture; and3 WHEREAS, Integra Resources continues to demonstrate this dedication by4 establishing other collaborative relationships within the local community5 and financially investing in Owyhee County, and, by extension, Idaho's fu-6 ture, by offering donations, scholarships, and in-kind support; and7 WHEREAS, through high-paying jobs, tax revenues, donations, community8 sponsorships, and other direct and indirect economic impacts, Integra Re-9 sources is essential to the region's economic stability and keeping Idahoans10 working in Idaho; and11 WHEREAS, once permitted, Integra Resources' DeLamar Project will sig-12 nificantly benefit Idaho's economy, especially in regard to Owyhee County,13 its local businesses, and the surrounding communities, through quality fam-14 ily-wage job creation, potential to generate over $570 million in federal15 and state taxes at spot metal prices of $4,200/oz for gold and $60/oz for sil-16 ver, and increased revenue for local businesses through the utilization of17 local vendors; and18 WHEREAS, modern regulations require that companies like Integra Re-19 sources set aside adequate financial assurances to cover the cost of envi-20 ronmental restoration, ensuring that reclamation is completed.21 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular22 Session of the Sixty-eighth Idaho Legislature, the Senate and the House of23 Representatives concurring therein, that the Idaho Legislature supports24 actions by the Bureau of Land Management and other federal agencies, in25 partnership with agencies of the great State of Idaho and Owyhee County, to26 move forward and approve Integra Resources' DeLamar Project in a timely and27 cost-effective manner so that the site may be developed.28 BE IT FURTHER RESOLVED that the Legislature urges the appropriate fed-29 eral agencies to commit adequate experienced and knowledgeable personnel30 and sufficient financial resources to complete the National Environmental31 Policy Act analysis and issue the applicable permits.32 BE IT FURTHER RESOLVED that the Legislature believes in Integra Re-33 sources' commitment to mining in a way that serves as a model for modern34 mining practices.35 BE IT FURTHER RESOLVED that the Secretary of the Senate be, and she is36 hereby authorized and directed to forward a copy of this Memorial to the37 President of the United States, the President of the Senate and the Speaker38 of the House of Representatives of Congress, the congressional delegation39 representing the State of Idaho in the Congress of the United States, the40 Secretary of the United Stated Department of the Interior, the Administrator41 of the United States Environmental Protection Agency, and the Commanding42 General of the United States Army Corps of Engineers.43
