STATEMENT OF PURPOSE

To ensure that state laws are streamlined, up-to-date, and essential for the citizens of Idaho, while best serving public health, safety, and welfare, the Legislature approved the Idaho Code Cleanup Act, H14 in the 2025 Legislative session. Submitted sections of Idaho Code were reviewed for repeal consideration by the DOGE Task Force on the criteria of obsolete, outdated, and unnecessary. This bill updates a time zone references in Section 20-524A, Idaho Code by removing the word standard from "mountain standard time."

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE BILL NO. 1249 BY JUDICIARY AND RULES COMMITTEE AN ACT1 RELATING TO JUVENILE CORRECTIONS; PROVIDING LEGISLATIVE INTENT; AMENDING2 SECTION 20-524A, IDAHO CODE, TO REMOVE OUTDATED LANGUAGE; AND DECLARING3 AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.4
Be It Enacted by the Legislature of the State of Idaho:5
SECTION 1. IDAHO CODE CLEANUP -- LEGISLATIVE INTENT. It is the intent6 of the Legislature to ensure that the state laws provided in Idaho Code are7 streamlined, up-to-date, and essential for the citizens of Idaho, while best8 serving the public health, safety, and welfare. In accordance with the Idaho9 Code Cleanup Act, following comprehensive review, the Legislature has iden-10 tified the provisions of this act as obsolete, outdated, or unnecessary.11
SECTION 2. That Section 20-524A, Idaho Code, be, and the same is hereby12 amended to read as follows:13 20-524A. DEPARTMENT'S PAYMENT OF DETENTION COSTS. If the juvenile of-14 fender is committed to the custody of the department of juvenile corrections15 pursuant to chapter 5, title 20, Idaho Code, the department shall reimburse16 the county for the period of time in excess of five (5) calendar days during17 which the juvenile offender is housed at a detention center. This time pe-18 riod shall begin to run on the first business day the department receives a19 copy of the order of commitment, executed by the court. Orders received by20 the department after 3 o'clock p.m., mountain standard time, on a business21 day, will be considered to have been received the next business day. Facsim-22 ile transmissions of the order are acceptable.23
SECTION 3. An emergency existing therefor, which emergency is hereby24 declared to exist, this act shall be in full force and effect on and after25 July 1, 2026.26
