The purpose of this resolution is to condemn the political violence and crimes against the state that occurred in 2025, both in Idaho and across the United States. The resolution reaffirms the fundamental principles of a free and civil society, honors those who serve our shared communities, and emphasizes the importance of open and respectful political discourse without fear of violence or retribution. This resolution calls upon all Idahoans, regardless of their background, party affiliation, or beliefs, to reject political violence and crimes against the state, recommit to respectful and constructive debate, and uphold the shared values of civility, unity, and mutual respect as Americans.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE RESOLUTION NO. 19 BY STATE AFFAIRS COMMITTEE A HOUSE RESOLUTION1 STATING FINDINGS OF THE HOUSE OF REPRESENTATIVES, CONDEMNING POLITICAL VI-2 OLENCE AND CRIMES AGAINST THE STATE THAT OCCURRED IN 2025, HONORING THE3 LIVES, LEADERSHIP, AND LEGACIES OF THE PUBLIC AND CIVIL SERVANTS AND PO-4 LITICAL ACTIVISTS WHO WERE KILLED OR INJURED, AND CALLING UPON ALL IDA-5 HOANS, REGARDLESS OF BACKGROUND, PARTY AFFILIATION, OR CREED, TO REJECT6 ALL FORMS OF SUCH VIOLENCE.7 Be It Resolved by the House of Representatives of the State of Idaho:8 WHEREAS, the foundation of a free and civil society is the ability to en-9 gage in open and respectful political discourse without fear of violence or10 retribution; and11 WHEREAS, reprehensible political violence and crimes against the state12 occurred in 2025 throughout the United States and in the State of Idaho; and13 WHEREAS, political activist and leader Charles "Charlie" James Kirk was14 inexcusably and horribly murdered while speaking at a peaceful political15 event at Utah Valley University in Orem, Utah; and16 WHEREAS, Minnesota State Representative Melissa Hortman and her hus-17 band Mark Hortman were stalked and ruthlessly murdered in their home as part18 of a strategic plan to kill elected officials in Minnesota; and19 WHEREAS, our own state is not immune from such acts of violence; and20 WHEREAS, in 2025, Idaho law enforcement, first responders, public and21 civil servants, and elected officials were the subject of targeted attacks22 by those who wished harm upon them, thus eroding civility and creating a bar-23 rier between the people and their government.24 NOW, THEREFORE, BE IT RESOLVED by the members of the House of Represen-25 tatives, assembled in the Second Regular Session of the Sixty-eighth Idaho26 Legislature, that the Idaho House of Representatives hereby condemns these27 murders and the crimes targeting the state that occurred in 2025, commends28 and honors the dedicated law enforcement and emergency personnel for their29 tireless efforts in finding the suspects responsible for these horrific30 acts, and urges the courts to bring swift legal justice for all involved.31 BE IT FURTHER RESOLVED that the Idaho House of Representatives honors32 the life, leadership, and legacy of the public and civil servants and polit-33 ical activists who were killed and calls upon all Idahoans, regardless of34 background, party affiliation, or creed, to reject all forms of political35 violence and crimes against the state, to recommit to respectful debate, to36 uphold American values, and to respect and honor one another as fellow Ameri-37 cans.38
