In March of 2025, the Idaho Legislature voted to submit state plan amendments and federal waivers to the Center for Medicaid Services to implement comprehensive Medicaid managed care in Idaho. In 2024, the Medicaid Legislative Review Panel was established to review contracts related to Medicaid. A transition of Medicaid delivery to a comprehensive managed care system is a momentous task and a highly complex undertaking. The use of additional knowledge and services to accomplish this will require the retention of the services of a consultant or analyst. The Idaho Department of Health and Welfare has already begun this undertaking and the Idaho Legislature seeks to become an equal partner with them.

There will be a cost to acquiring and retaining a consultant/analyst. This cost will be contingent on an agreement with the consultant which will be reviewed by the Medicaid Legislative Review Panel, and published in their meeting minutes. An approximate cost of $200,000 has been estimated.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 30 BY HEALTH AND WELFARE COMMITTEE A CONCURRENT RESOLUTION1 STATING FINDINGS OF THE LEGISLATURE AND DIRECTING THE MEDICAID LEGISLATIVE2 REVIEW PANEL TO STUDY THE IMPACT OF AND PROVIDE GUIDANCE AND RECOMMEN-3 DATIONS ON THE IMPLEMENTATION OF COMPREHENSIVE MEDICAID MANAGED CARE IN4 THE STATE OF IDAHO.5 Be It Resolved by the Legislature of the State of Idaho:6 WHEREAS, in March 2025, the Idaho Legislature passed House Bill 345,7 which directs the Department of Health and Welfare to submit state plan8 amendments and federal waivers to the Centers for Medicare and Medicaid Ser-9 vices in order to implement a plan for comprehensive Medicaid managed care;10 and11 WHEREAS, the Medicaid Legislative Review Panel was established by the12 Legislature in 2024 in order to review contracts related to Medicaid, to make13 recommendations on key indicators and performance measures to be included14 in any Medicaid contract, to recommend any data to be collected as part of a15 Medicaid contract, and to perform other duties as determined by the Legisla-16 ture, Legislative Council, or initiative of the cochairs of the panel; and17 WHEREAS, the most recent national data available shows that 75% of Med-18 icaid beneficiaries receive their care through comprehensive managed care19 organizations, and states have the authority to decide which services are20 included in managed care organization contracts; and21 WHEREAS, a transition of Medicaid delivery to a comprehensive managed22 care system is a momentous and highly complex undertaking, with impacts on23 myriad aspects of health care delivery and participant health outcomes in24 addition to budgetary concerns.25 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-26 sion of the Sixty-eighth Idaho Legislature, the House of Representatives and27 the Senate concurring therein, that the Medicaid Legislative Review Panel,28 created pursuant to Section 56-274, Idaho Code, shall study the impact of and29 provide guidance and recommendations on the implementation of comprehensive30 Medicaid managed care in the state of Idaho.31 BE IT FURTHER RESOLVED the Medicaid Legislative Review Panel is autho-32 rized to retain the services of a consultant or analyst, with the prior ap-33 proval of the Speaker of the House of Representatives and the President Pro34 Tempore of the Senate, who is familiar with comprehensive Medicaid managed35 care and who can provide necessary economic and policy research that can as-36 sist the panel and the Legislature in making an informed decision on this im-37 portant topic.38
