This resolution honors Battalion Chiefs Frank Harwood and John Morrison Jr., of Kootenai County Fire and Rescue and the Coeur d’Alene Fire department, who were killed in a senseless act of violence in 2025, and Engineer David Tysdal, of the Coeur d’Alene Fire Department, who was critically injured during the same incident. The resolution honors the tireless work and dedication of these firefighters, and affirms the support of the community and the state of Idaho in honoring their contributions to serving and protecting Coeur d’Alene and Kootenai County.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 24 BY STATE AFFAIRS COMMITTEE A CONCURRENT RESOLUTION1 STATING FINDINGS OF THE LEGISLATURE, HONORING BATTALION CHIEFS FRANK HAR-2 WOOD AND JOHN MORRISON JR., FALLEN FIREFIGHTERS OF KOOTENAI COUNTY FIRE3 AND RESCUE AND THE COEUR D'ALENE FIRE DEPARTMENT, FOR THEIR HEROIC SER-4 VICE AND ULTIMATE SACRIFICE IN THE LINE OF DUTY, HONORING CRITICALLY IN-5 JURED ENGINEER DAVID TYSDAL OF THE COEUR D'ALENE FIRE DEPARTMENT, AND6 EXPRESSING SUPPORT FOR ALL FIRST RESPONDERS IN IDAHO.7 Be It Resolved by the Legislature of the State of Idaho:8 WHEREAS, on June 29, 2025, Battalion Chief Frank Harwood of Kootenai9 County Fire and Rescue (Local 2856) and Battalion Chief John Morrison Jr. of10 the Coeur d'Alene Fire Department (Local 710) responded to a reported brush11 fire on Canfield Mountain near Coeur d'Alene, Idaho, only to be ambushed and12 tragically killed in the line of duty by a premeditated attack; and13 WHEREAS, a third firefighter, Engineer David Tysdal of the Coeur14 d'Alene Fire Department, was critically wounded in the same incident but15 demonstrated remarkable resilience in his recovery; and16 WHEREAS, Battalion Chief Harwood dedicated years of selfless service to17 protecting the lives and property of Idahoans, exemplifying courage, lead-18 ership, and commitment to his community; and19 WHEREAS, Battalion Chief Morrison served with distinction, embodying20 the highest ideals of the fire service through his bravery, expertise, and21 unwavering dedication to public safety; and22 WHEREAS, these fallen heroes made the ultimate sacrifice while protect-23 ing their fellow citizens, highlighting the daily risks faced by firefight-24 ers, law enforcement officers, emergency medical personnel, and other first25 responders across Idaho; and26 WHEREAS, the families of fallen first responders endure profound loss27 and hardship, yet their strength and resilience inspire gratitude and sup-28 port from the people of Idaho; and29 WHEREAS, it is fitting and proper for the State of Idaho to recognize and30 honor the sacrifices of all first responders who risk their lives to safe-31 guard our communities and to affirm that their contributions and difficul-32 ties should not be forgotten.33 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular34 Session of the Sixty-eighth Idaho Legislature, the House of Representatives35 and the Senate concurring therein, that the Legislature honors the memory36 of Battalion Chiefs Frank Harwood and John Morrison Jr. for their heroic37 actions and ultimate sacrifice in the line of duty and extends its deepest38 condolences to their families, colleagues, and the communities they served.39 BE IT FURTHER RESOLVED that the Legislature recognizes the bravery of40 Engineer David Tysdal of the Coeur d'Alene Fire Department and extends its41 support and gratitude to him, his family, his colleagues, and the community42 that he has served.43

2 BE IT FURTHER RESOLVED that the Legislature recognizes the bravery of1 all first responders and commits to supporting measures that enhance their2 safety.3 BE IT FURTHER RESOLVED that an enrolled copy of this resolution be pre-4 sented to the families of Battalion Chiefs Frank Harwood and John Morrison5 Jr. and Engineer David Tysdal, the International Association of Fire Fight-6 ers, Kootenai County Fire and Rescue, and the Coeur d'Alene Fire Department7 as an expression of our gratitude and respect.8
