RS33846 / H0965 This appropriation bill trails H898 of 2026, which added the State Historic Preservation Office to the Office of Species, Minerals, and Energy Coordination. This bill removes the appropriation for the State Historic Preservation Office from the Idaho State Historical Society and adds the same amount to the budget of the Office of Species, Minerals, and Energy Coordination.

This appropriation removes 12.00 FTP and $1,699,700 from the Idaho State Historical Society budget and adds the same amounts to budget of the Office of Species, Minerals, and Energy Coordination (SMEC). The table below shows the distribution between General, dedicated, and federal funds. The addition of dedicated funds and the proportional reduction from federal funds accounts for revenue from the Idaho Cultural Resources Information System (ICRIS), which was previously directed towards federal funds appropriation. Going forward, the dedicated fund appropriation gives SMEC the operational flexibility to determine the exact manner in which ICRIS revenue will be used. LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 965 BY APPROPRIATIONS COMMITTEE AN ACT1 RELATING TO THE APPROPRIATIONS TO THE OFFICE OF SPECIES, MINERALS, AND2 ENERGY COORDINATION AND THE IDAHO STATE HISTORICAL SOCIETY; APPROPRI-3 ATING ADDITIONAL MONEYS TO THE OFFICE OF SPECIES, MINERALS, AND ENERGY4 COORDINATION FOR FISCAL YEAR 2027; AUTHORIZING ADDITIONAL FULL-TIME5 EQUIVALENT POSITIONS FOR THE OFFICE OF SPECIES, MINERALS, AND ENERGY6 COORDINATION; REDUCING THE APPROPRIATION FROM THE IDAHO STATE HIS-7 TORICAL SOCIETY FOR FISCAL YEAR 2027; REDUCING AUTHORIZED FULL-TIME8 EQUIVALENT POSITIONS FOR THE IDAHO STATE HISTORICAL SOCIETY; EXEMPTING9 THE APPROPRIATION FROM EXPENSE CLASS AND PROGRAM TRANSFER LIMITATIONS;10 PROVIDING FOR CONDITIONS, LIMITATIONS, AND RESTRICTIONS; AND DECLARING11 AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.12

Be It Enacted by the Legislature of the State of Idaho:13

SECTION 1. In addition to any other appropriation provided by law,14 there is hereby appropriated to the Office of Species, Minerals, and Energy15 Coordination for the State Historic Preservation Office Program the follow-16 ing amounts to be expended according to the designated expense classes from17 the listed funds for the period July 1, 2026, through June 30, 2027:18 FOR19 FOR20 FOR TRUSTEE AND PERSONNEL21 OPERATING BENEFIT COSTS22 EXPENDITURES PAYMENTS TOTAL FROM:23 General24 Fund25 $204,500 $52,900 $257,400 Miscellaneous Revenue26 Fund27 150,000 150,000 Federal Grant28 Fund29 1,067,300 125,000 $100,000 1,292,300 TOTAL30 $1,271,800 $327,900 $100,000 $1,699,700

SECTION 2. FTP AUTHORIZATION. In addition to any other authorization31 provided by law, the full-time equivalent position authorization provided32 to the Office of Species, Minerals, and Energy Coordination is hereby in-33 creased by twelve (12.00) for the period July 1, 2026, through June 30, 2027.34

SECTION 3. Notwithstanding any other provision provided by law, the ap-35 propriation to the Idaho State Historical Society is hereby reduced by the36

SECTION 4. FTP AUTHORIZATION. Notwithstanding any other authorization13 provided by law, the full-time equivalent position authorization provided14 to the Idaho State Historical Society is hereby reduced by twelve (12.00) for15 the period July 1, 2026, through June 30, 2027.16

SECTION 5. EXEMPTION FROM EXPENSE CLASS AND PROGRAM TRANSFER LIMITA-17 TIONS. The Office of Species, Minerals, and Energy Coordination is hereby18 exempt from the provisions of Section 67-3511 (1) and (2), Idaho Code, allow-19 ing unlimited transfers between expense classes and between programs, for20 all moneys appropriated to them for the period July 1, 2026, through June 30,21 2027. Legislative appropriations shall not be transferred from one fund to22 another fund unless expressly approved by the Legislature.23

SECTION 6. CONDITIONS, LIMITATIONS, AND RESTRICTIONS. Appropriations24 made pursuant to this act are subject to the conditions, limitations, and re-25 strictions specified in this act.26

SECTION 7. An emergency existing therefor, which emergency is hereby27 declared to exist, this act shall be in full force and effect on and after28 July 1, 2026.29
