RS33710 / H0908 This appropriation to the Military Division provides enhancements to the maintenance budget that include funding for indirect cost recovery of administrative costs associated with federal grants and a restoration of the additional 2% rescission to the division's General Fund appropriation for the State Education Assistance Program, which provides tuition assistance to members of the Idaho National Guard. A cash transfer to reimburse deficiency warrants for cleanup of hazardous materials incidents is also included.

This appropriation provides an additional $310,800 to the maintenance appropriation provided to the Military Division found in the program maintenance appropriation bill for General Government agencies. Table 1 shows incremental adjustments to the budget found in the bill, of which the entirety is ongoing. Table 2 shows the adjustments leading to the FY 2027 Total. The total budget for the Military Division is $116,847,300. Additionally, this bill provides a reimbursement of costs related to cleanup of hazardous materials incidents from the General Fund. LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 908 BY APPROPRIATIONS COMMITTEE AN ACT1 RELATING TO THE APPROPRIATION TO THE MILITARY DIVISION; APPROPRIATING AD-2 DITIONAL MONEYS TO THE MILITARY DIVISION FOR FISCAL YEAR 2027; APPRO-3 PRIATING AND TRANSFERRING MONEYS FROM THE GENERAL FUND TO THE HAZARDOUS4 SUBSTANCE EMERGENCY RESPONSE FUND FOR FISCAL YEAR 2026; AND DECLARING5 AN EMERGENCY AND PROVIDING EFFECTIVE DATES.6
Be It Enacted by the Legislature of the State of Idaho:7
SECTION 1. In addition to any other appropriation provided by law,8 there is hereby appropriated to the Military Management Program in the9 Military Division the following amounts to be expended according to the des-10 ignated expense classes from the listed funds for the period July 1, 2026,11 through June 30, 2027:12 FOR13 FOR14 TRUSTEE AND OPERATING15 BENEFIT EXPENDITURES16 PAYMENTS TOTAL FROM:17 General18 Fund19 $190,800 $190,800 Indirect Cost Recovery20 Fund21 $120,000 0 120,000 TOTAL22 $120,000 $190,800 $310,800
SECTION 2. There is hereby appropriated to the Military Division and23 the Office of the State Controller shall transfer $17,800 from the General24 Fund to the Hazardous Substance Emergency Response Fund as soon as practica-25 ble for the period July 1, 2025, through June 30, 2026. Such moneys shall be26 used to reimburse costs incurred by the Office of Emergency Management Pro-27 gram in the Military Division pursuant to Section 39-7110, Idaho Code.28
SECTION 3. An emergency existing therefor, which emergency is hereby29 declared to exist, Section 2 of this act shall be in full force and effect30 on and after passage and approval, and Section 1 of this act shall be in full31 force and effect on and after July 1, 2026.32
