This legislation applies to health insurance plans other than Medicaid or self-insured ERISA-regulated plans. It provides for coverage of supplemental breast cancer screening using technology such as magnetic resonance imaging, contrast mammogram imaging or ultrasound for persons at heightened risk of breast cancer due to such factors as genetic predisposition to breast cancer, presence of BRCA1 or BRCA2 gene mutations, prior radiation therapy or extremely dense breast tissue.

This legislation may lead to increased costs to the state due to increased screening outlay for individuals insured through the state health insurance plan. Such aggregate screening costs for the high-risk population at issue are estimated to be in the range of $36,000 to $72,000 total. However, there are likely to be significant offsetting savings from early detection of breast cancers that may actually lead to a net saving to the state from this bill. Late-stage cancer treatment is extremely costly; chemotherapy can range from $100,000 to $500,000 per patient, and radiation therapy can range from $50,000 to $100,000 per patient. Early cancer detection through more accurate screening technology will likely decrease the incidence of these much larger outlays.
