Amends and adds to existing law to establish a road usage charge method of paying electric vehicle fees.
This legislation provides an alternative way for owners of electric vehicles and plug-in hybrids to pay the additional registration fees based on actual miles traveled. Currently, electric vehicles are charged the base registration fee of $45-69 (based on the age of the vehicle) plus an additional $140 in acknowledgement that an electric vehicle does not pay gas tax; and plug-in hybrid vehicles are charged the same base registration fee of $45-69 plus an additional fee of $75. This legislation institutes an optional road usage charge of $.01/mile that would replace the additional fee of either $140 for electric vehicles or $75 for plug-in hybrid vehicles, capped at the additional fee rate. Vehicle owners would opt-in to a program that would be managed by a contractor that would allow for the collection of information related to cumulative miles traveled.

This legislation amends Idaho Code, Section 40-1406 to provide that a single county-wide Highway District mayoperateandexpandanestablishedpublicvanandcarpoolingprogram,rideshareplatform,orpark-and-ride facility. When countywide highway districts were established, vanpools were not originally authorized.

This legislation amends Idaho Code, Section 49-1234 to remove provisions regarding the program to verify financial responsibility and to suspend certain motor vehicle registrations.
Amends and adds to existing law to provide for a restricted driver's license.
This bill will improve Idaho’s road safety, ensure more drivers on Idaho roads are covered by insurance, enhance driver education and training for all Idahoans, improve safety of law enforcement officers, reduce the severity and extent of motor vehicle collisions, and generate additional state revenue for Idaho Transportation Department (ITD) programs. If enacted, the bill makes a Restricted Driver’s License available to all persons residing in Idaho. It is also an alternative to the STAR Card, or REAL ID, and would make available class D driving privileges to all persons who can verify their identity and that they live in Idaho. The restricted driver’s license would be issued by ITD, or other authorized vendors (including a county if it chooses to opt-in), and would have to be renewed every 2 years at a cost of $50. The Restricted Driver’s License would be limited to driving purposes only, it would have a distinguishable appearance, and conspicuous words of limitation to ensure the card is not used for voting, to purchase firearms, or to exercise any other rights or privileges reserved to citizens.
