Amends existing law to revise provisions regarding personal delivery devices.
This legislation relates to personal delivery devices, amending section 40-2305, Idaho Code, on where the devices can operate and section 49-117, Idaho Code, to revise the definitions to allow for devices from different manufacturers under the statute. The legislation also contains an emergency clause that puts it into full force and effect on or after July 1, 2022.

Amends existing law to allow for off-highway vehicles to operate on the shoulders of highways where the posted speed limit is greater than 60 miles per hour.
Amends, repeals, and adds to existing law to remove certain provisions regarding air quality related to motor vehicles and to provide revised provisions regarding air quality programs.

Amends existing law to provide for landscape control permits for the management of vegetation affecting the visibility of outdoor advertising signs.
Vegetation that reduces the visibility of outdoor advertising and business signs negatively impacts Idahoan's ability to safely read information regarding services and products. This legislation streamlines the process for ownersofoutdooradvertisingandbusinesssignstomanagevegetationonapublicright-of-waywheretheyhave legallyerectedasign. Ownersmustsubmitapermitapplicationthatdescribestheintendedvegetationtrimming or removal and pay appropriate permitting fees to the political subdivision of the state that is responsible for managing the public right-of-way to receive a landscape control permit.
Amends existing law to provide an exemption from stopping and inspection for certain private vehicles and horse trailers.
The purpose of this legislation is to clarify Idaho Transportation Department stopping and inspection authority atcheckstations(portsofentry, weighstations, andtemporarycheckstations)asrequiredinIdahocode40-511.

Amends existing law to provide for the addition of a “USA” citizenship designation on driver's licenses and identification cards.
This legislation allows for citizens to add the designation of a U.S. Citizen on their drivers license. Similar to the star card, but is not as stringent to add it. All U.S. Citizens will be able to provide proof of citizenship and the insignia would be then added to the drivers license.

Repeals session law of 2015 regarding legislative intent language requiring certain reporting requirements.
This legislation repeals legislative intent language from H312 (2015) that required local highway districts and other jurisdictions to report annually to the legislature how they spent the funds distributed as part of the enactment of H312. This reporting requirement has become an administrative burden for local jurisdictions and the monetary amounts to distribute to some jurisdictions are so small that the report has little value to the legislature. Local highway districts are still required to report expenditures per Idaho Code 40-708.

Amends existing law to increase the value below which a vehicle is considered low-value for disposition.
The purpose of this legislation is to better streamline a timely method for disposal of abandoned and unclaimed low value vehicles. The current valuation for abandoned vehicle lien sale requirements does not reflect the marketenvironmentthatlawenforcementagenciesandtowcompaniesfindthemselvesin. Withincreasedcosts for towing and storage of abandoned vehicles over the years, tow companies and law enforcement agencies find themselves forced to perform expensive auctions on vehicles whose possessory lien exceeds the abandoned vehicle's market value. By increasing the low dollar valuation, law enforcement and towing companies will be able to yield monetary and man hour savings while maintaining proper notification and due process for vehicle owners and lien holders.
Amends existing law to allow for certain off-highway vehicle travel on highways with speed limits of up to 65 miles per hour.
The purpose of this legislation is to make it legal for the operation of off road vehicles, on state highways with a posted speed limit of 65 miles per hour or less.

Amends existing law to allow for American Legion or Veterans of Foreign Wars of the United States designations on veteran license plates.
This legislation amends the Idaho Code 49-418 to provide for American Legion or Veterans of Foreign Wars designations on the special veterans’ plates. Veterans are proud of their membership and participation in these well-known veterans’ service organizations, and this gives them an opportunity to express their membership. The distribution of money from the plates will require no charge, and revenue from the plates will still go to the Idaho State Veterans Cemetery as under current law. Adding these additional plate options will expand the opportunity to increase the Idaho State Veterans Cemetery funding.
