Amends Rule 12 to provide for referral to an appropriate standing committee as determined by the President Pro Tempore.
This amends Senate Rule 12 to provide that House concurrent resolutions and memorials shall be referred by the President to an appropriate standing committee as determined by the President Pro Tempore of the Senate.

This amends Senate Rule 50 to prohibit the use of tobacco products and electronic cigarettes in Senate space. The proposal also allows the consumption of water from certain containers on the Senate floor or in the gallery while the Senate is in session.

Amends Rule 14 to provide for certain referrals as determined by the President Pro Tempore and to provide for appointment of conference committees by the President Pro Tempore.

Repeals Rule 52 relating to certain mailing; amends Rule 53 to provide for material violations regarding certain complaints and to provide that private communications with leadership shall not be construed as violating certain confidentiality requirements; and amends Rule 54 to redesignate the rule number.
This proposal makes a number of revisions to Senate Rules. First, it repeals Senate Rule 52 regarding mailings. It then recodifies Rule 53 to become the new Senate Rule 52 and recodifies Senate Rule 54 as Senate Rule 53. It then revises the new Senate Rule 52 to provide that a complaint may allege a material violation of the Rules of the Senate. In addition, this provides that certain private communications with members of majority or minority leadership do not violate the requirement of confidentiality.

Amends Rule 6 to provide for a procedure in the event of the absence of the President Pro Tempore.
This amends Senate Rule 6 by providing that the Senate Majority Leader shall perform the functions and duties of the President Pro Tempore in the event the Pro Tem is temporarily absent or unable to perform his duties

Amends Rule 7 to revise provisions regarding employees of the Senate, duties of employees, selection and pay of employees, and supervision of employees.
This amends Senate Rule 7 by enumerating duties of the Secretary of the Senate and other designated employees. It also authorizes the President Pro Tempore to appoint staff as needed to perform certain functions and establishes both majority and minority attaché committees to select senate employees.
