Amends and adds to existing law to provide that annexation does not change the status of a recreational water and/or sewer district; to provide when director zones are created and for the appointment of a person-at-large; to provide for the creation of board of director zones; and to provide procedures for annexation or withdrawal of an area within a city, with an exception.
