Amends existing law to define terms.
This legislation amends Section 74-101, Idaho Code, regarding public records. This bill seeks to align Idaho Code with court decisions regarding the protection of victims from public disclosure.
Amends existing law to provide that certain cybersecurity records are exempt from disclosure.
This proposed legislation is designed to meet the cybersecurity needs of Idaho and its political subdivisions. For ease of use, the proposal creates a new exception in the Public Records Act to exempt material related to the nature, location, or function of cybersecurity devices, systems, or programs utilized by a governmental entity. Additionally, the proposal will allow a governmental deliberative body such as a city council or board of county commissioners to enter executive session as allowed by the Idaho Open Meetings Law to discuss the nature, location, or function of cybersecurity devices, systems, or programs.

Amends and adds to existing law to provide for public records requests, to provide for public records requests to the legislature, and to remove unnecessary verbiage.

Amends and adds to existing law to provide that public records requests be made to the custodian of records, to provide for the Legislative Services Office to be designated as the custodian for legislative records, and to revise terminology.
This bill adds language to our current Public Records Act to designate a custodian of Public Record Requests. It provides that the Legislative Services Office is the custodian for Legislative Records and that requests for such shall be made to the Legislative Services Office.
