Amends existing law to revise provisions regarding the district Boards of Health and the Board of Trustees of the district Boards of Health.

Appropriates $10,139,600 to the Public Health Districts for fiscal year 2019.

This is the FY 2019 original appropriation bill for the Public Health Districts. It appropriates $10,139,600. For benefit costs, the bill removes $1,450 per eligible FTP to bring the annual employer contribution for health insurance down to $11,650 by including a two-month employee and employer premium holiday, adds a 6.8% increase for life insurance, and adjusts funding for workers' compensation in amounts that vary by agency. Inflationary adjustments include $8,600 for medical inflation. For statewide cost allocation, $6,700 is provided, as risk management costs will decrease by $2,500, and State Controller fees will increase by $9,200. The bill also provides funding for a 3% ongoing merit-based salary increase for permanent employees, to be distributed at the discretion of the health district directors, and a 3% increase in the compensation schedule. Finally, the bill provides for a $4,800 adjustment to retain the Millennium Fund Grant at $750,000. The General Fund portion will be transferred to the Public Health Trust Fund, pursuant to Section 39-425, Idaho Code, which includes half of the appropriation to be transferred on or before July 15, 2018, and the other half to be transferred on or before January 15, 2019.
