Amends existing law to revise a provision regarding intervention by the Legislature in an action regarding an Idaho statute.
The purpose of this bill is to clarify that the President Pro Tempore of the Senate and Speaker of the House of Representatives (as the elected officers of the Idaho State Senate and House of Representatives) have the authority to intervene in such cases before the courts.

Proposes an amendment to Section 23, Article III of the Constitution of the State of Idaho to limit the length of any extraordinary or special session of the Legislature.
The Joint Resolution amends the Idaho Constitution to include the special sessions of the Idaho Legislature convened upon a written request of 60% each of the House and Senate membership under the same 20-day limit that has applied since statehood to all sessions convened at the call of the Governor.
