Relates to the appropriation to the Department of Health and Welfare for fiscal years 2024 and 2025.

This appropriation to the Department of Health and Welfare for the Public Health Services Division provides enhancements to the FY 2025 maintenance budget that include a public health infrastructure grant; laboratory operating costs; laboratory information management modernization; a state loan repayment; a Maternal, Infant, and Early Child Home Visiting (MIECHV) program formula grant increase; data modernization; vital records modernization; Women, Infants, and Children (WIC) modernization; vital statistics modernization; funding for additional WIC staff; data processing modernization; immunization awards to public health districts and tribes; adult vaccine provider support; childhood lead poisoning prevention; Alzheimer's and dementia grants; rural physician loan repayment; disease investigation and control; data analytics personnel funding; HIV Care program receipt authority; Ryan White Part B supplemental grant funding; and the additional 2% CEC. In addition, this bill moves ongoing funding to onetime for multiple programs; removes funding for COVID grantfunding; andremovesfundingforsexeducationgrants. ThisbillalsoprovidesadjustmentstotheFY2024 appropriation for Physical Health Services and Laboratory Services. Looking at Table 2 below, adjustments include funding for the HIV Care Program drug rebates, a onetime transfer of personnel costs to operating expenditures, and a dedicated fund adjustment for the Cancer Data Registry of Idaho.

Relates to the appropriation to the Department of Health and Welfare for fiscal years 2024 and 2025.
This appropriation to the Department of Health and Welfare for the Division of Medicaid provides a $277,954,700 reduction to the FY 2024 budget, of which $92,807,600 is from the General Fund. Contributing factors to the lower-than-anticipated costs include the end of the public health emergency, and drops in utilization and enrollment. This appropriation to the Department of Health and Welfare for the Division of Medicaid provides enhancements to the FY 2025 maintenance budget that include nondiscretionary adjustments, new staff division-wide, providerrateadjustments, intermediatecarefacilityrateadjustments, anMMISvendorincrease, funding for personal care services case management, MMIS procurement year 2, an Idaho Millennium Income Fund offset for claims payments, and the additional 2% CEC. Additionally, this bill provides reappropriation authority. This bill also provides adjustments to the FY 2024 appropriation for the Division of Medicaid. Looking at Table 2 below, adjustments include a onetime forecasted recission, an ongoing reduction related to the end of an electronic records incentive program, and adjustments to the Hospital Assessment Fund. Overall, the total FY 2025 appropriation for the Division of Medicaid represents 0.6% increase over the FY 2024 Original Appropriation.

This bill also provides adjustments to the FY 2024 appropriation for Child Welfare, Services for the Developmentally Disabled, and Service Integration. Looking at Table 2 below, adjustments include cost based pricing increases, a net-zero shift for additional operating expenditures, crisis patient treatment at SWITC, crisis stabilization, and infant and toddler coordination.

Relates to the appropriation to the Department of Health and Welfare for the Behavioral Health Services Division for fiscal years 2024 and 2025.
This appropriation to the Department of Health and Welfare for the Divisions of Substance Abuse Treatment and Prevention, Mental Health Services, and Psychiatric Hospitalization provides enhancements to the FY 2025 maintenance budget that include nondiscretionary adjustments, funding from the opioid settlement for treatment, adjusting the budget for personnel costs and operating expenditures, replacement items, and endowment fund adjustments for state hospital north, and the additional 2% CEC. This bill also provides adjustments to the FY 2024 appropriation for Mental Health Services and Psychiatric Hospitalization. Looking at Table 2 below, there are net-zero budget impacts moving personnel costs to operating expenditures, and moving funding for crisis centers from the Adult Mental Health Program to the Children's Mental Health Program, budget alignment by fund source for State Hospital South, and accreditation at State Hospital North and State Hospital West.

Relates to the appropriation to the Department of Health and Welfare for fiscal years 2024 and 2025.
This appropriation to the Department of Health and Welfare for the Divisions of Indirect Support, Licensing and Certification, and Independent Councils provides enhancements to the FY 2025 maintenance budget that include funding for MMIS operational data personnel, replacement items, and the additional 2% CEC. This bill also provides the FY 2025 Appropriation for the Indirect Support Services Division, which includes standard adjustments for benefit costs, statewide cost allocation, and change in employee compensation. This appropriation provides an additional $140,400 to the maintenance appropriation provided to the Divisions of Licensing and Certification and Independent Councils found in Senate Bill 1268, as well as $56,473,700 for the FY 2025 original appropriation for the Indirect Support Services Division, for a total increase of $56,614,100. Table 1 shows all the adjustments leading to the FY 2025 total budget for Other Programs. Additionally, Table 1 shows the mid-year adjustments to the FY 2024 budget for Indirect Support Services, and Licensing and Certification. Mid-year adjustments include a onetime transfer of personnel costs to operating expenditures for the Medicaid Program Integrity Unit and for inflationary items, onetime funding for the agency's federal cost allocation plan, and a onetime transfer of personnel costs to operating expenditures for contract nurses. The total increase to the FY 2024 budget is $296,400.
