States findings of the Legislature and requests that the federal Office of Management and Budget reject a recommendation to raise the population threshold for metropolitan statistical areas to 100,000.

Amends existing law to provide that certain entities shall be considered state agencies when the entity has the discretion to spend or grant federal funds.

This Legislation amends Sections 74-101 (Public Records Act) and 74-202 (Open Meetings Law) of Idaho Code to specify that any entity partnering with a government agency of the state of Idaho to receive a federal grantandthatexercisesdiscretionaryauthorityoversaidfederalfundsmustcomplywiththesametransparency requirements as any other government agency that receives federal funds as outlined in Chapters 1 and 2 of Title 74, Idaho Code.
