Amends existing law to provide for annual season setting and to provide for a certain process.
This bill will return hearing from the public on big game management to its 2015 standard of yearly meetings and settings from the current hearings to two years. This will give the public 30 day comment period before. No non-resident tags can be sold until after the season setting process is complete.
Adds to existing law to require nonresidents to procure a license prior to collecting, possessing, or transporting certain antlers or horns and to provide an exception.
This legislation provides that nonresidents must procure a hunting license prior to collecting, possessing, or transporting antlers or horns from deer, elk, moose, or pronghorn.

Adds to existing law to provide that certain tags and permits shall be available to nonresidents only through a draw process as established by the Department of Fish and Game.
This legislation requires all nonresident tags and permits issued by the Department of Fish & Game for deer, elk, and pronghorn antelope to be issued through a draw process, instead of an over-the-counter purchase.
Amends existing law to provide that certain outfitters shall be provided the opportunity to purchase an additional bighorn sheep, mountain goat, or moose tag.
This proposal allows an opportunity for outfitters who fill wolf tags to purchase additional big game tags in those units where wolves have been taken.
Adds to existing law to provide for nonresident tags and permits for deer, elk, and pronghorn antelope and to provide for the Nonresident Draw Implementation Committee.
This legislation shifts most general out-of-state hunter tags for deer, elk, and pronghorn from a first-come, first-served over-the-counter system to a drawing-based system, starting on November 15, 2026. The details of how this will be accomplished will be developed by a six-person implementation committee appointed by the Speaker of the House, the President Pro Tempore of the Senate, the Idaho Fish & Game Commission, and the Fish & Game Director. This committee will develop recommendations for any necessary changes to statute and rule, and will deliver these recommendations to the Legislature at the beginning of the 2025 legislative session.

Adds to existing law to provide that the Department of Fish and Game shall not adopt or enforce any rule that makes it unlawful to use 209 primers, pelletized powder, or sabots in a muzzleloader-only season.
To provide more options for muzzleloader hunters when they take to the field. Accuracy and terminal performance are critical when a hunter has an opportunity to harvest a big game animal. This change should improve both but have minimal impact on the kill rate while increasing the harvest rate.
Amends existing law to provide that certain persons shall not be eligible to apply for any fishing, hunting, or trapping licenses, tags, or permits.
This legislation amends Idaho Code 36-1402 to make any person with outstanding fines for violations of this title ineligible for any hunting, fishing, or trapping license, tag, or permit.
