Adds to existing law to provide for seasonal restrictions regarding antlers and horns to protect wintering big game.
This legislation authorizes the Idaho Fish and Game Commission to regulate, on a seasonal basis, activities related to antlers and horns of deer, elk, moose, bighorn sheep, and pronghorn to address potential negative impacts from these activities on big game animals that are vulnerable from winter conditions.

Amends existing law to prohibit interference with certain lands, highways, and navigable streams.
Recreation is Idaho’s third largest industry. Access to hunting, fishing, motorized trails, hiking and all other forms of recreation is vital to the economy and outdoor culture of Idaho. Current laws to prevent individuals from communications that public grounds are private, or from physically blocking access to public grounds, to unenforced due to resource constraints of enforcement authorities. This legislation adds a civil remedy to address violations of intentional access obstruction, to ensure public access while addressing law enforcement constraints.
