Stating findings of the Legislature and encouraging the adoption of policies that build the capacity of the family to be self-sufficient rather than increase government programs.
The purpose of this resolution is to recognize the importance of increasing the number of functional or self-funded families and the positive economic impact functional families have upon the state.
