Amends, repeals, and adds to existing law to provide for the Idaho Board of Long-Term Care Facility Administrators.
This piece of legislation will merge the current Board of Examiners of Nursing Home Administrators and the Board of Examiners of Residential Care Facility Administrators into the Idaho Board of Long-Term Care Administrators. There are no changes to the regulation of either industry. Combining the boards into one Board of Long-Term Care Administrators will allow for increased efficiency of the Board.

Amends existing law to revise provisions regarding the division administrator's authority to address board and commission cash balances.
This legislation requires any boards or commissions that have excessive cash (over 150% of 5 year rolling average of expenditures) to present a plan to reduce that balance. It allows the director of boards or commissions to authorize a fee holiday. For boards or commissions with low or negative cash, it requires them to present a plan for rectifying the balance. It also cleans up some sections of code from HB505 from the 2024 legislative session relating to a biennial renewal cycle of licenses.

Relates to the appropriation to the Division of Occupational and Professional Licenses for fiscal year 2026.
This is the enhancement appropriation bill for the Division of Occupational and Professional Licenses and provides an additional $1,268,900. Enhancements include an average pay increase of $0.95 per hour for inspectors in the Bureau of Building, Construction, and Real Estate, as well as the replacement of twenty-three (23) vehicles representing nineteen percent (19%) of the agency's fleet, and IT hardware recommended for replacement by the Office of Information Technology Services.
